【摘要】 十九大报告指出,我国将持续建设民生工程,按照“兜底线、织密网、建机制”的基本要求,全面建成“覆盖全民、城乡统筹、权责清晰、保障适度、可持续”的多层次社会保障体系。“坚持在发展中保障和改善民生”,决定了我国社会保障政策要逐步实现可持续发展。经过多年发展,我国的城乡居民基本养老保险已然成为解决广大城乡居民养老问题最重要的政策之一。2010年,沅江市作为全国第一批试点区县,开始实施城乡居民基本养老保险政策。经过这10年多的不断发展和完善,城乡居民基本养老保险已经成为解决广大城乡居民养老问题最重要的政策。但是城乡居民基本养老保险政策在政策宣传力度、政策实施运行、养老基金管理、待遇生存认证、人社部门服务质量等方面仍然存在一些问题。本文基于此研究背景,全面梳理城乡居民基本养老保险国内外相关研究文献,阐述了4个相关概念及3个基础理论;采用问卷调查和实地走访调研的方式对当前沅江市城乡居民基本养老保险发展历程和现状进行整理,分析参保率、缴费率、缴费水平、待遇水平、基金运营、管理服务等因素对该政策可持续发展的影响程度,进而找到该政策存在的问题,最后从制度、基金运营、管理服务三个维度分析,分别总结各个维度的制约因素,从而提出实现可持续发展的有效措施,以期推动沅江市养老服务水平不断提高,更好地解决该市城乡居民的养老问题,同时也能为我国多层次社会保障体系的进一步完善提供新的研究思路。更多还原

【Abstract】 The report of the 19 th National Congress of the Communist Party of China pointed out that the construction of people’s livelihood projects was expected to continue in our country.Under the basic requirements of "keeping the bottom line,weaving the dense network,and building the mechanism",comprehensively establish a multi-level social security system that "fully covering the benefits of the whole people,unified planning the development of urban and rural areas,clearly dividing rights and responsibilities,providing reasonable,moderate social security system,and sustainable development".The policy of "Insisting on safeguarding and improving people’s livelihood during the development process" determines that China’s social security system must gradually achieve continuous growth and sustainable development.The continuous evolvement and reformation of urban and rural residents’ basic endowment insurance which has been becoming the most significant policy to solve the endowment problems of urban and rural residents in recent years.In 2010,Yuanjiang City,as the first batch of pilot counties in China,began to carry out the insurance policy to resolve that the problem of urban and rural residents’ basic endowment.After more than ten years of constant advancement and evolution,the entry-level pension insurance for urban and rural residents has become the most essential policy to deal with the pension problem for urban-rural residents.However,there are still some issues in the aspects of the propaganda of policy,the implementation of policy,the management of pension fund,the certification of treatment and survival,and service quality of human resources and social security department.Based on this research background,this paper combs out the relevant concepts and theories of basic endowment insurance and sustainable development of urban and rural residents by cautiously reviewing a large number of domestic and foreign literature and documents.Afterward,my on-the-spot investigation and questionnaire survey of the development process and current status of basic endowment insurance of residents who live in towns and countries of Yuanjiang City provides me a lot of valuable data.After analyzing,I find the degree of elements including insurance participation rate,payment rate,payment amount,treatment quality,fund operation,and management services on the sustainable growth of basic pension insurance for urban and rural residents These factors lead me to figure out the disadvantages and the causes of this policy.Finally,this paper raises some effective measures for the sustainable solid progress of insurance for urban and rural residents’ basic pension from the three dimensions comprising policies,fund operation,and management services of the system.These measurements not only promote the ongoing advancement of endowment service quality and level to better solve the urban and rural residents’ pension problem in Yuanjiang City,but also provide a new research direction for the further evolution of China’s multi-level social security system.更多还原
