媒体关注、政治关联与商业银行绿色信贷

Media Concern,Political Connection and Green Credit of Commercial Banks

【摘要】 长期以来,我国经济发展偏重粗放式快速增长,造成严重的自然资源流失和生态环境恶化,制约经济的长期可持续健康发展。为更好地满足人民对绿色环保、节能低碳、绿色共享的美好生活需求,十九大报告指出,“建设生态文明是中华民族永续发展的千年大计”,到本世纪中叶,要“把我国建成富强民主文明和谐美丽的社会主义现代化强国”。绿色金融具有连接、反映、配置和控制生态、经济和社会系统运行与结构的功能,构建绿色金融发展新格局,为生态经济社会高质量协同发展和结构秩序稳定贡献金融力量,成为绿色金融在“十四五”期间改革的主要任务之一。目前,中国绿色金融体系的融资模式中,绿色信贷是最主要的,银行是绿色信贷的主要实施者。而从2008年至今,我国只有兴业银行加入了目前国际上最广泛应用的绿色信贷准则——“赤道原则”,其他银行还徘徊在“赤道”之外。虽然也存在交通银行、建设银行等自我建设绿色信贷标准的银行,但也有很多银行只是转发政策文件,缺乏自主创新性。另外,许多银行(尤其是规模较小的城商行、农商行、信用社等)每年发放的绿色信贷量极少,且未公布绿色信贷相关的数据。这个现象说明了我国银行绿色信贷的准则尚不统一,同时也凸显了银行自主参与绿色信贷的积极性不高。因此,研究如何促进商业银行执行绿色信贷政策这一问题对促进环境保护具有重要意义。本文从媒体报道和政治关联这两个视角探究其对商业银行绿色信贷发放行为的影响。因此本文使用我国24家商业银行2008~2019年的样本,采用双向固定效应模型考察了媒体关注和政治关联对商业银行绿色信贷的影响,并根据第一大股东性质不同进行了分组检验。本文结论验证了:(1)媒体关注对商业银行绿色贷款的促进作用,其中第一大股东性质不影响媒体作用的发挥。(2)第一大股东是国有性质的商业银行更愿意发放绿色信贷,且其第一大股东持股比例越高,绿色信贷发放量越大。(3)董事长政治身份(即董事长担任或曾担任过政协委员或人大代表)对第一大股东是非国有性质的商业银行执行绿色信贷的行为也有显著影响。本文结论意味着在推动绿色信贷政策的过程中可以充分发挥媒体这一外部机制的积极作用,推动银行部门积极承担环境和社会责任,从而有效地发挥银行部门对于企业生产经营活动的引导作用。另外,政府应该加大力度对商业银行进行引导和监管,发挥好政策性金融的作用,实施有效的干预,跟市场的作用形成补充。本文可能存在的创新之处在于引入了董事长政治身份这一视角,丰富了政治关联对商业银行绿色信贷发放行为的研究,并对第一大股东性质不同的商业银行进行对比,有利于解决实际问题。本文的不足之处在于,媒体新闻报道的褒贬会造成不同的影响,对社会舆情有一定的引导作用,而社会舆情往往会影响企业的决策,所以,在分析媒体关注对商业银行绿色信贷行为的影响时,把正面报道和负面报道分别研究进行对比可能更好。但考虑到新闻报道量较大,无法一一辨别是褒是贬,目前关于银行业的新闻报道大多属于中性报道,很难区分。所以本文未将正面报道和负面报道对商业银行绿色信贷行为的影响进行分别研究。

【Abstract】 For a long time,China’s economic development focuses on the extensive rapid growth,resulting in serious natural resources loss and ecological environment deterioration,restricting the long-term sustainable and healthy economic development.In order to better meet the people’s needs for a better life of green environmental protection,energy conservation,low carbon and green sharing.According to the report of the 19 th National Congress of the Communist Party of China(CPC),"building ecological civilization is a millennial plan for the sustainable development of Chinese nation." By the middle of this century,we should "build China into a great modern socialist country that is prosperous,strong,democratic,culturally advanced,harmonious,and beautiful." Green finance has the function of connecting,reflecting,configuring and controlling the operation and structure of ecological,economic and social systems.It is one of the main tasks of green finance reform during the "14th Five-Year Plan" period to construct a new pattern for green finance development and contribute financial strength for ecological economic and social high-quality coordinated development and structural order stability.At present,green credit is the main financing mode in China’s green financial system,and banks are the main implementers of green credit.Since 2008,only the Industrial Bank of China has joined the "Equator Principle," which is the most widely used green credit criterion in the world,and other banks still wander outside the "equator." Although there are also banks such as Bank of Communications and China Construction Bank that build green credit standards by themselves,many banks just forward policy documents and lack independent innovation.In addition,many banks(especially smaller urban commercial banks,rural commercial banks and credit cooperatives)issue very little green credit each year and do not publish data on green credit.This phenomenon shows that the standards of green credit are not uniform,but also highlights the initiative of banks to participate in green credit.Therefore,it is of great significance to study how to promote the implementation of green credit policy by commercial banks.This paper explores the impact of green credit on commercial banks from the perspectives of media coverage and political relevance.Therefore,this paper uses 24 commercial banks in China from 2008 to 2019 samples.The effects of media attention and political association on green credit of commercial banks are investigated by using a bidirectional fixed-effect model,and a group test is conducted according to the nature of the largest shareholder.The conclusion of this paper verifies:(1)Media attention to the promotion of green loans of commercial banks,in which the nature of the largest shareholder does not affect the role of media play.(2)Commercial banks whose largest shareholder is government are more willing to extend green credit,and the higher the proportion of their largest shareholder,the greater the amount of green credit.(3)Political association(that is,the chairman of the board of directors is a member of the Chinese People’s Political Consultative Conference(CPPCC)or a deputy to the NPC)has a significant impact on the implementation of green credit by commercial banks whose largest shareholder is non-governmental.The conclusion of this paper means that in the process of promoting green credit policy,we can give full play to the positive role of media as an external mechanism,and promote the banking sector to take on environmental and social responsibilities,so as to effectively play the role of banking sector for enterprise production and management activities.In addition,the government should strengthen the guidance and supervision of commercial banks,play a good role of policy finance,implement effective intervention,with the role of the market to form a supplement.The innovation of this paper lies in introducing the personal political identity of the chairman,enriching the research on green credit granting behavior of commercial banks by political association,and comparing commercial banks with different characteristics of the largest shareholder,which is helpful to solve practical problems.The weakness of this paper is that the praise and criticism of media news reports will cause different effects,Public opinion has a certain guiding role,and social public opinion often affects the decision-making of enterprises,so,in the analysis of the media attention on the impact of green credit behavior of commercial banks,it may be better to study the positive and negative reports respectively.However,considering the large amount of news coverage,it is impossible to distinguish whether it is positive or negative,and most of the news reports about the banking industry belong to neutral reports,so it is difficult to distinguish.Therefore,this paper does not study the impact of positive and negative reports on green credit behavior of commercial banks.
