京津冀经济对垃圾焚烧厂及技术引进影响研究

【摘要】 “垃圾围城”现已成为了世界的话题,每个国家和地区对垃圾处理的方式也有差异。在垃圾泛滥已经成为世界公认难题的情况下,当前的研究重点己经不在于如何安全地控制和销毁垃圾上,而是在于如何采取积极的态度和有力措施,正确对待垃圾这类“第二资源”。人口规模的扩大、城市经济的增长、科技的发展、产业的结构优化、居民的消费水平提高,消费结构的变化等因素都是导致垃圾增长的相关因素,而垃圾的迅速增长也推动着城市对生活垃圾处理设施的需求。垃圾焚烧发电厂发电技术的引进影响到了整个工业产业的技术提升。国际贸易对垃圾焚烧发电产业也产生了重要的影响。本文釆用理论分析与实证分析相结合的方法,对垃圾焚烧量和城市经济发展的关系进行系统的分析和研究。在具体分析过程中,釆用定性分析与定量分析相结合的研究方法。在定性分析方法上,分析了影响城市发展水平的相关因素,提出了相关因素与城市生活垃圾焚烧设施关系的假设。在定量分析方法上,建立面板数据回归模型,设置适当的变量,借助Eviews统计分析软件,对生活垃圾焚烧量的现状和京津冀经济发展水平影响因素展开研究,力求进行科学的、定量的分析和实证,以期得有积极借鉴意义的结论。本文研究的结论:城市经济发展水平与城市生活垃圾焚烧处理量之间相互影响。一方面,城市经济发展水平的提高不仅会带来居民收入、消费、生活水平的提高,而且城市人口规模、财政金融政策的变化、产业结构的变化等种种因素会通过影响垃圾量来影响垃圾处理设施水平,也是垃圾焚烧技术的引进的影响因素之一;另一方面,城市生活垃圾处理设施的水平也会在一定程度上影响城市经济发展水平,垃圾处理设施影响着垃圾产业的运行及整体的工业技术水平。所以通过对国外技术的引进,来提高整体垃圾焚烧发电厂的设施水平是十分重要的。垃圾产业的发展提高资源的利用率来增强经济效益,而且国家大力投资城市环卫建设,加大投资力度,都在一定水平上影响整个城市经济的发展。从实证的角度,本文对京津冀的生活垃圾处理设施水平与城市经济发展水平的关系进行研究,选取衡量城市生活垃圾焚烧发电设施水平的指标(垃圾焚烧量),衡量城市经济发展水平的指标5项(包括常住人口、人均GDP、人均消费支出、人均财政支出、以及第三产业占GDP比重),将京津冀分区域进行分析,对数据进行分析建模,最后进行对比分析。最终通过理论分析和实证分析的结果,得到垃圾焚烧发电设施与城市经济发展、城市居民生活息息相关,城市经济发展的变化会引起垃圾产量的变化,推动垃圾焚烧发电设施的需求,也影响了垃圾焚烧技术的进口,对整个产业的技术水平产生影响而垃圾焚烧发电设施作为垃圾产业发展的重要手段,也在不断的推动着城市经济的发展。目前京津冀地区经济发展与垃圾焚烧发电厂数量发展不平衡,只有垃圾焚烧发电设施水平达到了与区域经济发展相协调的水平,城市才能更好的进行可持续发展。
【Abstract】 “Garbage siege” has become a topic of the world now,and each country and region has different ways of treating waste.Under the situation that the garbage overflow has become a recognized problem in the world,the current research focus is no longer on how to safely control and destroy garbage,but on how to adopt a positive attitude and effective measures to properly treat " second resources" of garbage.Factors such as the expansion of the population,the growth of the urban economy,the development of science and technology,industrial structure is upgraded,consumption level improved,and changes in the consumption structure are the related factors leading to the growth of garbage,and the rapid growth of garbage has promoted urban waste disposal facility are demanded.The import of power generation technology in waste incineration power plant has affected the technological upgrading of the whole industry.International trade has also had an important impact on the waste incineration power generation industry.This article method combines the theoretical analysis and empirical analysis.Systematic analyze and research to the relationship between waste incineration disposal capacity and urban economic development.In the specific analysis process,analysis combination of qualitative analysis and quantitative analysis is used.In the qualitative,analysis various factors of affecting the level of urban development,and the hypothesis of the relationship between various factors and urban domestic waste incineration facilities is proposed.In the quantitative analysis method,establish a panel data regression model,set appropriate variables,and use statistical analysis software Eviews to conduct research on the status of domestic waste incineration disposal capacity and measure the economic development level of Beijing,Tianjin,and Hebe.Strive to conduct scientific research、quantitative analysis empirical evidence,with a view to reaching a conclusion that has positive significance.The conclusion of this research: the level of the city’s economic development and the level of municipal solid waste disposal capacity are affected with each other.On side,an increase in the level of urban economic development will not only lead to residents’ income,consumption,and living standards increase,but also various factors such as the size of the urban population,changes in fiscal and financial policies,and changes in industrial structure will affect the demand for waste treatment facilities and Supply affects the level of waste treatment facilities,is also one of the influencing factors of the introduction of waste incineration technology;on the other hand,changes in the level of urban domestic waste treatment facilities will also affect the level of urban economic development and overall industrial technology level to a certain extent.Therefore,through the import of foreign technology,to improve the overall level of waste incineration power plant facilities is very important.The level of waste treatment facilities affects the operation of the waste industry.Utilization to enhance economic benefits,and the state’s vigorous investment in urban sanitation construction,increased investment,all affect the overall urban economic development.From an empirical perspective,this article research the relationship between the level of domestic waste treatment facilities in Beijing,Tianjin,and Hebei and the level of urban economic development,and selects target to measure the level of municipal solid waste incineration power generation facilities(waste incineration capacity),and measures the level of urban economic development 5 indicators(including resident population,per capita GDP,per capita fiscal income,per capita consumption expenditure and the proportion of tertiary industry in GDP),analyst of Beijing,Tianjin and Hebei region.Analyst data and make model,and finally comparative analysis.Finally,according to the results of theoretical analysis and empirical analysis,it is obtained that waste incineration power generation is closely related to urban economic development and urban residents’ lives.Any change in urban economic development will cause quantity of refuse is changed and promote the demand for waste incineration power generation facilities,it also affects the import of waste incineration technology and affects the technical level of the whole industry.As an important means of garbage industry development,waste incineration power generation facilities are also continuously promoting the development of urban economy.At present,BeijingTianjin-Hebei regional economy development unbalance with waste incineration plant.Waste incineration facility level reach to same level with regional economical,city will be developed sustainable.
