【摘要】 近年来,随着质量安全事件的暴露,检验检疫工作的风险逐渐引起了整个检验检疫系统乃至全国的关注。如何确保履行法律赋予的职责,实现“抓质量、保安全、促发展、加强质量检验”的首要目标,已经成为新时期各级检验检疫机构迫切解决且务必重视的问题。国家质量监督检验检疫总局支树平局长适时提出了“下大力建立起以风险管理为中心环节的质量安全监管体系”,风险管理在检验检疫业务中的重要性和必要性被提到了前所未有的高度。2017年,辽宁省出入境检验检疫局提出要坚持“建设沿海强局”的总体目标。2017年,辽宁出入境检验检疫局提出坚持以“建设沿海强局”为总目标,坚持以“质量提升行动”为总抓手,不断深化“十二字”方针,践行“十个坚持”,打造“十个强局”。其中坚持质量发展,推进“质量强局”建设明确要求,加强质量安全监管。围绕重点产品、重点企业、重点环节和重点区域,全面深入开展质量安全隐患排查和专项整治,完善应急预案,加强应急演练,确保不发生行业性、区域性、系统性质量安全事故。结合风险管理、信用管理、日常监管,建立安全风险评估机制,及时发布风险预警。大窑湾出入境检验检疫局作为辽宁出入境检验检疫局的分支局,同样加强了对风险管理的重视。本文将主要内容分为四个部分,以“理论、现象、问题、原因、对策”为思路。首先介绍研究背景及目的,梳理了国内外对于风险管理的研究情况;其次引入风险管理的相关概念以及大窑湾出入境检验检疫局风险管理的现状;然后,在充分利用公共管理知识和风险管理理论的基石上,将大窑湾出入境检验检疫局风险管理存在的问题和原因进行剖析;最后,结合大窑湾出入境检验检疫局的实际工作,采用集思广益、案例分析等方法,提出了一些改进措施,为大窑湾出入境检验检疫局乃至全国出入境检验检疫系统开展风险管理提供了参考。更多还原

【Abstract】 In recent years,with the successive exposure of quality safety incidents,the issue of inspection and quarantine work risks has gradually attracted the attention of the entire system and even the people of the whole country.How to ensure the fulfillment of duties conferred by law and achieve the primary goal of “grasping quality,ensuring safety,promoting development,and strengthening quality inspection” has become a problem that the inspection and quarantine organs must pay attention to and urgently study and solve in the new situation.The Director General of the State Administration of Quality Supervision,Inspection and Quarantine,Zhi Shuping,put forward the “Quality and Safety Supervision System with Risk Management as the Central Link” and raised the importance and necessity of the risk management of the inspection and quarantine business to an unprecedented height.In 2017,Liaoning Entry-Exit Inspection and Quarantine Bureau insisted that "building a strong coastal powerhouse" as the overall goal,insisted on "quality improvement action" as the overall starting point,continued to deepen the "12-character" policy,and practiced "ten insistences",created "ten strong bureaus." At the same time,the bureau insisted on quality development,promoted the construction of "bureau of strong quality ",and strengthens quality and safety supervision.Focusing on key products,key enterprises,key links,and key regions the bureau conducted comprehensive and in-depth quality and safety investigations and special rectifications,improved emergency preparedness plans,and strengthen emergency drills to ensure that there are no systematic,regional,or industry-related quality and safety incidents,combined risk management,credit management and daily supervision to establish a safety risk assessment mechanism and issue risk warnings in a timely manner.Dayaowan Entry-Exit Inspection and Quarantine Bureau,as a branch of the Liaoning Entry-Exit Inspection and Quarantine Bureau,had also strengthened its emphasis on risk management.This research is mainly divided into four parts and taking theory-phenomenon-problem-cause-countermeasures as research ideas.First introduce the research background,purpose,research on risk management at home and abroad.Second introduce the related concepts of risk management and the status of risk management in the Dayaowan Exit-Entry Inspection and Quarantine Bureau.Then introduce problems in the risk management of Dayao Bay Entry-Exit Inspection and Quarantine Bureau and the reasons on the basis of MPA.Finally,by methods of brainstorming,case analysis,etc.,combined with the actual work situation of the Dayaowan Entry-Exit Inspection and Quarantine Bureau,proposed improvement measures which provided reference for the development of risk management of Dayaowan Entry-Exit Inspection and Quarantine Bureau and even the national entry-exit inspection and quarantine system.更多还原
