智慧节能工业园供应链企业利益分配及协调机制研究

【摘要】 我国工业高速的发展为我国来带了巨大的经济效益,但也同样带来了严重的环境污染和资源浪费。基于工业共生的理念与信息化技术的发展,低碳、生态、智慧等工业管理模式指导着全球工业园朝着可持续发展和循环经济转型,智慧城市与智慧工业园成为了国内外研究和实践的热点。我国工业园的转型迅速,但是尚未完全脱离盲目化、无序化的阶段,一旦受到一定的干扰就会出现较大程度的不稳定性,如园区供应链企业之间信息不对称、园区利益分配向核心资源倾斜、园区缺乏对供应链企业的利益协调机制、园区企业的合作与解散风险、园区企业的合作契约不完备等显著影响着园区的稳定运营。因此,基于可持续和智慧化建设理念的园区供应链企业利益合理分配,对中国新常态经济发展下的园区稳定运营至关重要。一方面,智慧信息化新技术的应用使智慧节能工业园供应链企业更好的需求侧管理成为可能;另一方面,工业共生理念的应用使智慧节能工业园供应链企业的效益最大化、园区利益分配合理化、园区运营稳定化成为可能。因此,对智慧节能工业园供应链企业的利益进行合理分配并提出利益分配协调机制对提高智慧节能工业园供应链企业的利益分配合理性具有重要意义。论文以智慧节能工业园供应链企业为研究对象,以提高智慧节能工业园供应链企业利益分配的合理性为目标,通过智慧节能工业园供应链企业利益分配冲突因素的识别,构建修正的Shapley模型,对智慧节能工业园供应链企业的利益分配进行研究。首先论文用文献研究法、案例研究法和专家访谈法对智慧节能工业园供应链企业的利益分配冲突因素进行识别和梳理,确定影响园区利益分配的关键因素。其中通过文献研究法识别出智慧节能工业园供应链企业利益分配的关键影响因素14个、案例研究法识别出智慧节能工业园供应链企业利益分配的关键影响因素8个,通过专家访谈法对影响因素进行修正归纳,共分为4类:成本投入贡献、信息化技术水平、风险承担以及绿色贡献。并分析出利益分配冲突的主要原因是信息不对称、合约不完备、利益趋向不一致。然后利用改进的层次分析法确定智慧节能工业园供应链企业利益分配关键因素的指标权重,再结合Shapley值法构建了智慧节能工业园供应链企业利益分配模型,以确定智慧节能工业园各供应链企业的利益分配。最后,以綦江北渡产业园为例进行实证研究,并结合协同管理理论建立了智慧节能工业园供应链企业的利益冲突协调机制。研究表明,智慧节能工业园供应链企业利益分配协调的关键在于,首先通过主体协调,建立智慧节能工业园供应链企业利益冲突协调组织,对园区供应链企业进行监督管理和利益引导约束;其次通过技术协调,建立智慧节能工业园信息化技术平台,在引入补链企业,拓展产业链时,加强信息化技术的研究应用,以保证园区企业能够实现长期的稳定合作以及产业链的丰富性;最后通过制度协调,建立智慧节能工业园供应链企业集群文化,加强园区对企业合作解散的风险防范。论文提出的利益分配模型充分考虑了智慧节能工业园供应链企业利益分配的复杂性及企业间的相互关系,实现了智慧节能工业园供应链企业利益分配的定量与定性相结合的研究,能够有效的根据影响智慧节能工业园供应链企业利益分配的关键因素进行利益分配,具有较为普遍的适用性,可以为智慧节能工业园供应链企业的招商引资、智慧节能工业园供应链企业的长久稳定运行的维护、智慧节能工业园供应链企业的利益分配模式提供参考。
【Abstract】 The development of China’s industrial high-speed has brought huge economic benefits to China,but it has also brought about serious environmental pollution and waste of resources.Based on the concept of industrial symbiosis and the development of information technology,the industrial management model of low carbon,ecology and wisdom guides the transformation of global industrial parks towards sustainable development and circular economy.Smart cities and smart industrial parks have also become domestic and international research and Hot spots of practice.China’s industrial parks have undergone rapid transformation,but they have not completely escaped the stage of blindness and disorder.Once they are subject to certain disturbances,there will be a large degree of instability,such as information asymmetry between stakeholders in the park and distribution of benefits in the park.The tilt to core resources,the lack of coordination mechanisms for stakeholder interests in the park,the cooperation and dissolution risks of park enterprises,and the incomplete cooperation contracts of park enterprises have significantly affected the stable operation of the park.Therefore,ensuring the rational distribution of park benefits based on the concept of sustainable and intelligent construction is crucial for the stable operation of the park under the new normal economic development in China.On the one hand,the application of new intelligent information technology makes it possible to better demand side management of smart energy-saving industrial parks;on the other hand,the application of industrial symbiosis concept is to maximize the benefits of smart energy-saving industrial parks,and to rationalize the distribution of benefits in parks.It is possible to operate more stably.Therefore,it is of great significance to evaluate the rationality of the distribution of benefits of the smart energy-saving industrial park and propose certain decision-making management suggestions to improve the stability of the smart energy-saving industrial park and improve the rationality of the distribution of benefits.The paper takes the intelligent energy-saving industrial park as the research object,and aims to improve the rationality of the distribution of benefits in the smart energy-saving industrial park.Through the identification of the conflicts of interest distribution in the smart energy-saving industrial park,the key factors affecting the profit distribution of the smart energy-saving industrial park are identified.The Shapley model is used to study the distribution of benefits of the Smart Energy Saving Industrial Park.Firstly,the paper uses the literature research method,the case study method and the expert interview method to identify and sort out the conflict factors of the benefit distribution of the smart energy-saving industrial park,and determine the key factors affecting the distribution of interest in the park.Among them,14 key factors influencing the distribution of benefits of smart energy-saving industrial parks were identified through the literature research method.The case study method identified 8 key influencing factors of the benefit distribution of smart energy-saving industrial parks,and revised and summarized the influencing factors through expert interviews.Divided into four categories: cost input contribution,information technology level,risk commitment and green contribution.The main reasons for analyzing the conflict of interest distribution are information asymmetry,incomplete contracts,and inconsistent interests.Then,using the improved analytic hierarchy process to determine the index weights of the key factors of benefit distribution in the smart energy-saving industrial park,and then combining the Shapley value method to construct the benefit distribution model of the smart energy-saving industrial park to determine the benefit distribution of the stakeholders in the smart energy-saving industrial park.Finally,taking Chongqing Beidu Industrial Park as an example for empirical research,combined with the theory of collaborative management,proposed conflict coordination for the distribution of benefits of the smart energy-saving industrial park.The research shows that the key to the distribution of benefits of smart energy-saving industrial parks is to pay attention to the core stakeholder enterprises of the park,and to supervise and manage them and guide the interests.At the same time,the park should expand the industrial chain and introduce information technology when introducing the chain-linking enterprises.Research and application to ensure that the park enterprises can achieve long-term stable cooperative relations and the richness of the industrial chain.Timely compensation for the distribution of benefits to the enterprises in the park,and strengthen the risk prevention of the cooperation and dissolution of the enterprises.The benefit distribution model proposed in the thesis fully considers the complexity of the benefit distribution of smart energy-saving industrial parks and the interrelationship between enterprises,and realizes the combination of quantitative and qualitative analysis of the benefits distribution of smart energy-saving industrial parks,which can effectively influence the smart energy-saving industry.The key factors of garden benefit distribution have a common applicability,which can provide reference for the investment promotion of smart energy-saving industrial park,the long-term stable operation of smart energy-saving industrial park,and the benefit distribution model of smart energy-saving industrial park.
