【摘要】 中国特色议会外交是中国总体外交的重要组成部分,它不仅包括全国人民代表大会的对外交往,还包括省级地方人大的对外交往;不仅包括人大系统联合有关方面开展的针对外国议会的交往,还包括针对国际组织的活动,甚至包括针对某些国家元首和政府领导人交往等外事活动。研究当代中国特色议会外交,要认识它与政府外交的高度统一性、立法机关在其中的主体性以及议会交往的多样性和弹性。分析新中国成立以来的议会外交要处理好议会外交与政府外交、议会外交与政协外交以及全国人大外事与地方人大外事等之间的关系。从发展的角度看,议会外交正在成为贯彻中国统筹国内国际两个大局的新的增长点,成为展示中国特色社会主义制度优越性的信心平台,也日益成为中国管理国际危机和参与国际社会治理的重要手段。更多还原

【Abstract】 The China-style parliamentary diplomacy is an important part of the overall national diplomacy.It is mainly composed of multi-level foreign affairs conducted by the National People’s Congress and the local bodies of People’s Congress,dealing with foreign counterparts,legislative leaders as well as international parliamentary organizations.A rational study of the contemporary parliamentary diplomacy in the context of China should take into consideration characteristics such as high conformity with diplomacy by the central government,subjectivity,and variety and flexibility.In the diplomatic history of the New China,it is very important to address the relationship between the parliamentary diplomacy and the governmental diplomacy,the relationship between the parliamentary diplomacy and the diplomacy by the Chinese People’s Political Consultative Conference,and the relationship between the National People’s Congress and the local bodies of People’s Congress.In reality and the near future,the China-style parliamentary diplomacy is playing and will play an increasingly important role in comprehensively managing the internal and foreign affairs at the same time,displaying the institutional virtues of China-style socialism,and taking part in the international crisis management and global society governance.更多还原
