中国特色国家战略科技力量:特质、要点与进路

【摘要】 建设国家战略科技力量是世界主要科技大国的共性实践。中国特色国家战略科技力量建设立足世情党情国情,呈现出战略使命政治化、战略目标高度复合化、战略组织体系建制化、战略主体多元化和战略组织模式新式化等五大内生性战略特质。打造中国特色国家战略科技力量,必须在科研组织层面妥善处理存量与增量的关系,在资源配置过程中正确处理政府与市场的关系,以及在科技体制改革方面科学处理传统与未来的关系。在实践中,要加强存量与增量动态调整的一体化体系设计,形成协力攻关的创新生态;发挥市场与计划相融合的资源配置模式,形成战略性资源的网络化整合;探索数字化时代下大型研发体系的运行体制,形成多元共塑的战略性国家科技力量。

【Abstract】 Building national strategic scientific and technological force is a common practice among major scientific and technological powers in the world. The strategic scientific and technological strength of with Chinese characteristics is based on the global situation,national conditions,and party situation,and has many personalized strategic characteristics,including politicization of strategic missions,highly complex strategic goals,establishment of strategic organizational systems,diversification of strategic subjects,and modernization of strategic organizational models. To build strategic scientific and technological force with Chinese characteristics,it is necessary to properly handle the relationship between scientific stock and increment in scientific research organizations,the relationship between government and market in resource allocation,the relationship between tradition and the future in scientific and technological system reform. In practice,it is necessary to strengthen the integrated system design of dynamic adjustment of stock and increment,and form an innovative ecosystem for collaborative research and development. Utilize a resource allocation model that integrates market and planning to form a networked integration of strategic resources. And explore the operational system of large-scale R&D systems in the digital era,and form a strategic national scientific and technological force that is diversified and co shaped.
