【摘要】 新医改方案的推出对全民基本医疗保险制度有了具体指向。结合东海县实际,共同探讨如何确定合理结余率逐步提高参保人员保障水平。

【Abstract】 The introduction of the new healthcare programme specifically points to the universal basic medical insurance system. And combined with the reality of Donghai county, this paper discusses how to determine the reasonable balance rate and gradually improve the guarantee level of the insurance personnel.
