On Tourism Service Industry

【摘要】 旅游产业所包括的绝大多数内容是界限清晰的相对独立的行业和产业,在旅游业出现之前早已存在。仅仅是因为旅游活动需要这些行业和产业的支持和配合,就将这些产业的集合和综合叫做旅游产业,可以说是一厢情愿和强人所难。我们认为,将旅游业界定为旅游服务业,淡化旅游业的产业属性或者去产业化,强化旅游业的服务属性和功能,就能够从理论上澄清和明确旅游业的性质、作用和特点,从而理顺旅游业与关联带动产业的关系。这样就能够解决一直以来由于包罗万象的旅游产业概念造成的"你中有我"、"我中有你"的产业界限不清的问题,也能够消除由于旅游统计与其他关联产业效益的重复计算,从而导致政府和社会对旅游业统计数据的疑问。

【Abstract】 Most part of tourism industry is relatively clear- defined independent sectors which were already existed far before the occurrence of tourism industry. Naming the cluster and combination of them tourism industry is rather a wishful thinking and totally against the will,only because tourism activities need the support and coordination from these trades and industries. We think that if we can define the tourism industry as tourism service industry,weaken its industrial nature or deindustrialize it,strengthen its service nature and function,we can theoretically clarify its nature,role and characteristics so that we can straighten out the relationships between tourism industry and its related industries. In that way we can solve the unclearly defined problem of tourism industry "there is something of each in the other"and avoid the government and society’s doubting,suspicion and queries about the statistical data due to the double counting about the effectiveness of tourism industry and other related industries.
