【摘要】 英国出境边防检查不是由各口岸的移民官员在口岸现场人工查验完成,而是依法由运输公司工作人员代替口岸移民官员查验旅客身份和护照,这是基于海量旅客信息和大数据技术基础上的出境检查,是一种大数据驱动的预测性警务模式。英国内政部加强与其他政府部门和私营企业的合作,重视海量、多样和实时旅客数据的收集、共享以及分析运用,建成了出境检查数据系统以及人员状态数据库系统。基于这些大数据系统,英国出境边防检查实行"边境前移"战略,提高了出入境风险因素预测预防的主动性、出入境犯罪预测的准确性以及口岸警务资源配置的合理性。借鉴英国出境边防检查制度和大数据驱动的预测性警务模式,可以进一步完善我国出入境边防检查制度。更多还原

【Abstract】 In the UK,the exit checks are conducted by legally designated port workers of carriers to inspect passengers’ identities and passports,rather than being personally done by immigration officials at the border checkpoints.This system of exit checks,which is based on a massive?amount?of?passenger information and big data technology,is a big data-driven model of predictive policing.Through efforts to strengthen cooperation with other government departments and private enterprises,the Home Office of UK has attached importance to the collection,sharing and analysis of the huge,diverse and real-time passenger data,and has established the Exit Checks Data System and the Initial Status Analysis.Based on these big data systems,the Home Office of UK implements the strategy of "exporting the border",greatly improving the initiative in prediction and prevention of the risks in entry and exit affairs,the accuracy in prediction of illegal?entry into and?exit?from?the country,as well as the rational allocation for police resource at the ports.The data-based exit checks and big data-driven mode of predictive policing in the UK can be used as a reference for us to further improve China’s system of exit-entry checks.更多还原
