【Abstract】 "Adhere to priority development of agriculture and rural areas" is the preferred strategy to implement the strategy of rural revitalization. "Adhere to priority development of agriculture and rural areas" requires not only the accurate understanding of its profound connotation, but also the comprehensive understanding of its difficulties to be solved. In our country, there are still many regrets in adhering to priority development of agriculture and rural areas, such as the discount of the "top priority" in practice, the obstruction of the government′s financial priority support, and the lack of multi-inflow of investment funds.
