【摘要】 具有战略意义的兴边富民行动在国家实施"一带一路"战略,扩大开放,支持沿边重点地区开发开放的新时代背景下,应与沿边双向开放的态势相适应,深化兴边富民行动内涵,体现出系统性、协调性、稳定性、灵活性;改善支撑方式,转变战略内涵低估的消极状态、封闭思维状态、市场孤立状态,建构凸显边境县域比较优势;发挥边境地区地州发展中心聚集辐射功能,形成由地州中心城市面向边境县域与面向内地市场双向拓展与聚集的扇形支撑结构。在具体的实践过程中需要推进有助于完善扇形结构功能的制度创新,从机制、理念、自主选择和家园建设等方面为扇形结构注入活力。更多还原

【Abstract】 Under the new situation of implementing the strategy of the Belt and Road,expanding the areas of opening up and supporting the development of key border areas,the strategic program to revitalize border areas and enrich residents’ lives should be adapted to the two- way opening up of border areas. Efforts should be made to deepen the connotation of the program,make it systematic,coordinative,stable and flexible, improve the supporting method, change the negative state of underestimating the strategic connotation,change the state of closed mind,change the state of isolated market,highlight the comparative advantages of border counties,give a full play of aggregation and radiation functions to regional development centers of border areas,and construct a sector supporting structure of two- way expansion and aggregation between the regional central cities and border counties as well as interior markets. In the implementing process,system innovation should be enhanced to optimize the functions of the sector structure and inject vitality into the structure in aspects of mechanism,concept,autonomous selection and home construction.更多还原
