高质量发展诉求下中国要素配置结构效率的状态识别、差异分解与时空演化
State identification,variance decomposition and spatial-temporal evolution of factor allocation structural efficiency in China under the demand for high-quality development
【摘要】 探求要素配置结构优化的有效路径是释放经济增长潜力的核心动力,更是破解发展不平衡不充分、促进高质量发展的关键之举。基于高质量发展的多重诉求,考虑投入结构优化与环境福利非减性的双重约束来设计要素配置结构效率测度模型,并以“胡焕庸线”为界,运用Dagum基尼系数和动态空间杜宾模型来重新审视中国要素配置结构效率的区域差异和时空演化规律。研究发现:中国要素配置结构效率出现小幅下降趋势,且受制于发展效应,以“资本—非清洁能源—清洁能源—劳动—环境建设”的贡献依次递减,但协调效应则有小幅改善。中国要素配置结构效率总体差异不断扩大,主要源于区域间差异,且存在全局空间集聚特征和β条件收敛。区域要素配置结构效率以“东南—沿线—西北”梯度递减,均受制于资本为主导的发展效应,且存在俱乐部收敛机制。
【Abstract】 Exploring the effective path of factor allocation structure optimization is crucial to unleashing the economic growth potential, and it is also the key to breaking the unbalanced and insufficient development and promoting high-quality development. This paper incorporates the dual constraints of input structure optimization and environmental welfare non-decreasing to design a model for measuring the factor allocation structural efficiency. The study examines the structural differences and spatio-temporal evolution of China’s factor allocation structural efficiency using the Dagum Gini coefficient and the dynamic spatial Durbin model with the “Hu Huanyong Line” as the boundary. The findings suggest that China’s factor allocation structural efficiency is slightly decreasing due to constraints from the development effect. The contribution of “capital—non-clean energy—clean energy—labor—environmental construction” is decreasing in turn, but the coordination effect has slightly improved. The overall difference in China’s factor allocation structural efficiency is constantly expanding, mainly due to the differences between regions, and there are global spatial agglomeration characteristics and β conditional convergence. Regional factor allocation structural efficiency decreases in the gradient of “Southeast—Along the line—Northwest”, all constrained by the development effect led by capital. Additionally, there is a club convergence mechanism.
