【摘要】 矿产地储备意义重大,但我国相关工作开展与国外差距较大;同时,稀土诉讼败诉,通过出口配额保护资源困难重重;从产业源头控制矿产资源过度供给,优化资源产业结构是一有利手段。分析认为,可以充分利用矿业周期的低谷阶段,增加利用境外资源的力度,借机保护国内的资源,开展矿产地储备工作;并借助"转移支付"手段,打开矿产地储备工作的突破口。更多还原
