【摘要】 多年来通过公安交管部门常态长效治理，我国路口交通秩序明显改善，过街设施不断完善，行人过街安全体验不断提升。但“斑马线”的安全问题仍是城市交通管理的重点难点，人车冲突矛盾仍是问题的主要根源，人车行为的规范则是解决问题的基础和前提。因此，论文从规范驾驶人行为角度，广泛借鉴国内外机动车驾驶人礼让行人的经验和做法，系统梳理“斑马线”周边交通运行的法理、伦理和物理，明晰驾驶人在不同场景下礼让行人的操作规范。这对于提升机动车驾驶人礼让行人法律条款的执行力，切实提高斑马线的安全性和通行效率，以此为切入点提高城市道路交通管理水平具有重要意义。更多还原

【Abstract】 Over these years, the traffic order at intersections in China has been significantly improved through the normal, long-lasting governance of the traffic control departments of the public security organs of the country. Street-crossing facilities and the safety experience of pedestrians crossing streets have been gradually improved. However, the safety of "zebra crossings" remains the key and difficult point for urban traffic management; the conflict between vehicles and pedestrians is still considered the main source of this issue;and the behavior regulation of vehicles and pedestrians constitutes the basis and precondition for solving the issue. In this context, from the perspective of regulating the behaviors of drivers, this paper draws on a lot of experience and practice of motor vehicle drivers at home and abroad to give way to pedestrians, systematically reviews the legal, ethical and material principles of traffic operation near "zebra crossings", and clarifies the specifications for drivers to give way to pedestrians under different scenarios. It is of great significance to enhance the executive force of the legal provisions on drivers giving way to pedestrians, improve the practical safety and efficiency of zebra crossings, and make urban road traffic management even better by starting with this topic.更多还原
