【摘要】 随着京津冀一体化的发展,地区间的联系与互动更加密切,危险与隐患逐渐显现,突发事件的危害与影响也越来越大。为了提升河北省应急管理能力,需要识别应急管理的关键影响因素。本文采用BP神经网络和摆幅置权法对传统决策试验与评价实验室法进行改进,建立了应急管理关键影响因素分析模型,构建了河北省应急管理影响因素指标体系。研究结果显示影响河北省应急管理的关键因素为:医疗卫生与抢险救助能力、应急资金投入、预警和监控设备、社会动员率。通过对应急管理关键因素的详细分析,提出了相应的改进建议,为进一步提升河北省应急管理水平提供参考。更多还原

【Abstract】 With the development of the integration of Beijing, Tianjin, and Hebei, the links and interactions between the regions have become closer than before. Dangers and hidden dangers have gradually emerged, and the harm and impact of emergencies have become larger and larger. In order to improve the emergency management capability of Hebei Province, it is necessary to identify the key influencing factors of emergency management. In this paper, BP neural network and swing weight method are used to improve the traditional decision-making experiment and evaluation laboratory method. The key influencing factors analysis model of emergency management is established, and the index system of emergency management influencing factors in Hebei Province is constructed. The research results show that the key factors affecting emergency management in Hebei Province include medical and emergency rescue capabilities, emergency capital investment, early warning and monitoring equipment, and social mobilization rate. Through the detailed analysis of the key factors of emergency management, the corresponding improvement suggestions are put forward, to provide a reference for further improvement of the emergency management level of Hebei Province.更多还原
