【摘要】 近年来兴起的城市社区公共财政政策,已然成为多地城市社区资金保障体系中至关重要的一环。然而,面对相似的政策背景,作为政策执行主体的社区两委,表现出的政策执行力却千差万别。研究发现,城市社区公共财政政策执行的阻力,由政府部门政策设计的能力、政策执行主体自身的预期,以及政策对象的支持力共同设定;该项政策执行的动力,则可以在政策执行的过程中,不断被型塑和建构出来。基层社会治理能力和基层社会活力也是影响城市社区公共财政政策执行力的关键变量,此类政策执行的过程,既是对二者的考验和检验,也是对二者的促进和提升。更多还原

【Abstract】 The implementation of urban community public finance policies has become one of the most important funding recourses for urban communities in recent years.However,under similar policy background,different Community Committees and Community Party Committees have act differently during the implementation of these policies.This paper shows that the resistant forces of implementing these policies are highly decided by the policy design capacity of local governments,the expectation of policy executors and the support from the policy objects.While the driving forces of implementing these policies can be consistently building up in the process of policy implementation.That is to say,the capacity of local social governance and the vitality of local society are two crucial factors which will influence the implementation of such kinds of policies.They are at the same time constantly being tested and inspected,improved and promoted by such kinds of polices.更多还原
