【摘要】 山东省海岸线保护与开发利用面临着诸如海岸线侵蚀或破损、自然功能退化、集约化利用程度较低等问题。随着新一轮海岸线修测工作的完成以及《海岸线质量评价技术规范》的发布实施，应及时开展首次全省海岸线质量评价，凸显其在海岸线监督管理方面的“双指标”定位。鉴于首次开展海岸线质量评价工作，可采用由点到面的试点工作模式。通过以青岛市为代表的评价试点，积累了一定的实践经验，为全面开展全省海岸线质量评价奠定了基础。海岸线质量管理和质量评价应按照《自然资源调查监测质量管理导则(试行)》的要求实施，并打造专门的海岸线质量评价信息化平台，为各级主管部门开展海岸线保护、生态保护修复岸线选划提供精准数据。同时，相关评价成果也可为海岸线“占补平衡”等政策的制定提供思路和启示。更多还原

【Abstract】 The coastline of Shandong is faced problems such as erosion,damage,degradation of natural function,and low degree of intensive utilization.With the completion of coastline survey and the implementation of the "Technical Specification for Coastline Quality Assessment",the first province-wide coastline quality assessment should be timely carried out to highlight the "dual index" orientation in supervision and management.The first assessment should be made with Qingdao,as a pilot city,whose experience lays a foundation for the province-wide coastline quality assessment.The coastline quality control and assessment ought to be subject to the provisions of the "Guidelines for Quality Control of Natural Resources Investigation and Monitoring (Trial) ".And a special information platform is necessary to provide accurate data for authorities at all levels regarding coastline protection and restoration.In addition,the relevant results can also provide references for policies such as the coastline requisition-compensation mechanism.更多还原
