数字技术应用背景下景区安全管理系统升级及其治理机制——基于云台山景区的案例研究

【摘要】 构建景区安全管理系统对于提升景区安全管理效能、保障旅游安全具有重要的意义。文章采用案例研究方法,以云台山景区为研究对象,探索得出景区安全管理系统包括技术应用、管理流程和组织结构等3个要素。在数字技术应用背景下,技术应用经历了技术引入—技术渗入—技术融合的演变,管理流程经历流程初始化—流程标准化—流程互联化的演变,组织结构经历了垂直型组织结构—组织结构扁平化—网络多元协同的演变,景区安全管理系统经历了初始化—标准化—协同化的升级过程。景区安全管理系统升级推动景区从安全管理向安全治理转化,对话物理-事理-人理系统方法论,构建了包括事理机制、人理机制和物理机制在内的景区安全治理机制。研究揭示了景区安全管理系统要素构成及其升级过程,探索了景区安全治理机制,丰富了景区安全管理理论研究内容。

【Abstract】 The makeup of safety management systems plays an important role in improving the efficiency of scenic area safety management. Existing research has primarily focused on scenic area safety management from the perspective of accident causes and accident development processes. Meanwhile, the makeup of safety management systems, i.e. personnel, management processes, and technological applications are underexplored. Thus, from the perspective of management, there remains a lack of guidance on constructing a scenic area safety management system. This article adopts a case study method utilizing the Yuntai Mountain Scenic Area and explores its safety management system consisting of three elements: technical application, management process, and organizational structure. For these elements, digital technology applications have undergone the evolution of technology introduction, technology infiltration, and technology integration. The management process has undergone the evolution of process initialization, process standardization, and process interconnection. The organizational structure has undergone the evolution of vertical organizational structure, flat organizational structure, and diverse network collaboration. A scenic area safety governance mechanism has been constructed, including substance, human factors, and physical mechanisms. This study identifies the composition and upgrading process of these elements in scenic area safety management systems, explores the mechanism of scenic area safety governance, and contributes to the theoretical understanding of scenic area safety management.
