【Abstract】 Premier Wen Jiabao stresses that to fulfill the strategy of rejuvenating our country through science and education and the third task of reinvigorating our country through human resource development must expedite the development of human resources on"2010 Government Work Report"issued on the 3rd Session of the 11th National People s Congress.In this case,performance appraisal in human resources management is the key link to talent development,cultivation and utilization.
