人才强国战略下三线城市人才政策优化研究
Research on Optimization of Talent Policies of Third-tier Cities under the Strategy of Strengthening China through Talents in New Era
【摘要】 近年来,各地人才政策以制定实施“人才新政”为主,一二线城市政策效应显著,人才规模大幅跃升。而资源禀赋相对不足的三级城市,人力资源相对匮乏,人才吸引力不足,如何建立自己的非对称优势,是城市发展必须破解的难题。通过对部分三线城市人才政策进行对比分析,发现三线城市人才政策普遍存在政策内容同质化、政策牵引单一化、市场化配置水平低等问题。促进三线城市人才政策优化发展,需明确城市定位,优化政策牵引,发挥市场作用,为增强三线城市人才政策吸引力提供更多路径选择。
【Abstract】 In recent years, local talent policies have focused on formulating and implementing “new talent policies”, the policy effects in first-tier and second-tier cities are significant, and the scale of talents has jumped significantly. However, in third-tier cities with relatively insufficient resource endowments, human resources are relatively scarce and talent attractiveness is insufficient. How to establish asymmetric advantages is a difficult problem that must be solved in urban development. Through comparative analysis on talent policies of some third-tier cities, it is found that there are common problems in talent policies of third-tier cities, such as homogenization of policy content, simplification of policy traction, and low level of market-oriented allocation. To promote the optimal development of talent policies of third-tier cities, we should clarify the city positioning, optimize the policy traction, play the market role, and provide more path options for strengthening the attractiveness of talent policies of third-tier cities.
