【Abstract】 This paper expatiates the universal principles and the practical operating procedures of Language testing design, aiming at discussing and analyzing the abundant connotation of language testing, i.e. language testing is not only used as a testing tool but also deeply affects language teaching and quality training and reflects language knowledge, language skills and how negative backwash is caused.
