【摘要】 我国现行《预算法》明确禁止地方政府自行举借债务,但由于地方政府对资金的需求客观存在,使得在现实生活中地方政府不得不采取变通的措施直接或间接地进行融资,从而形成大量的举债行为,并由此形成过多的债务。全球金融危机后,扩大内需刺激经济的政策需求,使得我国地方政府的债务风险逐渐扩大,如果治理不当,这将会对我国摆脱经济危机以及国民经济的后续发展产生无法想象的冲击。所以,从我国地方债务危机的成因入手,找出应对这场危机的对策尤为重要。更多还原

【Abstract】 Under China’s current budget act which has explicitly prohibited that local government borrowed money on their own,however the local government actually need fund,as a result,the local government has to take flexible measures to direct or indirect financing,and so as to form a lot of debt behavior and thus forming excessive debt.After the Global Financial Crisis,policy of expanding domestic demand to stimulate the economy enlarges the local government’s debt risk.If mismanagement,it will play a very bad impact on our path of getting rid of economic crisis and subsequent development of national economy.更多还原
