【摘要】 农机合作社是促进黑龙江省现代化大农业建设和"千亿斤"产粮工程的重要组织载体。农机合作社将灵活的合作机制和高效的现代化经营方式进行有效结合,通过规模经营、标准化生产、延长产业链条、促进农技推广等方式在农业社会化服务领域发挥着较为重要的作用。但是,由于其起步较晚,缺乏理论指导,在现实中存在着运营机制不规范、发展质量低、人员素质不高及政府管理不完善的困境。为此,从加强示范社建设、实行法制化和科学化的管理、加强教育培训,以及提高政府管理效能的角度提出了对策思考。更多还原

【Abstract】 Agriculture machinery cooperatives is a key organization to realize modern agriculture and thousands billions tons foodstuff project in Heilongjiang Province.Combining flexible cooperative mechanism with modern management measures,it played very important role in agriculture socialized services by the way of scale operation,standardization production,adding industry chain,and promoting agriculture extension and so on.However,it deloped too late and also was short of theory direction,so there were some problems in its practices.For example,its operation mechanism was irregular,and its development quality was low,and its members` skill levers were not high,and government supervision was not perfect and so on.It is suggested to take some countermeasures,they are strengthening demonstration cooperatives`s construction,exerting law and scientific administration,adding skills training and information supply,perfecting government management performance.更多还原
