【摘要】 我国企业"走出去"历史较短,海外投资支撑体系建设也缺乏系统性、完善性,尚未对企业海外发展提供充足、完备的支撑。"一带一路"高质量发展需要以基础设施等重大项目建设和产能合作为重点,这需要提升作为海外投资主体的企业的国际化能力,也取决于政府机构、商协会、专业机构及各类民间团体的协调支持,需要有完善的投资环境、金融支持、风险管控、安全保障等配套体系支撑。因此,推进共建"一带一路"向高质量发展转变,我国应尽快建立以政策支撑体系、机构支撑体系和服务支撑体系等为主体的"一带一路"海外投资支撑体系,绘好"一带一路"向高质量发展转变的工笔画。更多还原

【Abstract】 The history of "going out" of Chinese enterprises is relatively short, and the construction of overseas investment support system is also lack of systematic and perfection. It has not provided sufficient and complete support for overseas development of enterprises. The high-quality development of the Belt and Road needs to focus on major project construction such as infrastructure and capacity cooperation. This requires upgrading the internationalization capability of enterprises, as well as the coordinated support of government agencies, business associations, professional organizations and civil society. It is essential to be supported by a sound investment environment, financial support, risk management and control, and security assurance. Therefore, to promote the Belt and Road to realize its high-quality development, China should establish overseas investment support system with the policy support system, institutional support system and service support system as the main body as soon as possible.更多还原
