【Abstract】 The concept of financial resources provides a new perspective for legal research.Currently the allocation of financial resources between urban and rural areas,and the allocation between different forms of ownership economy are seriously unfair,which has affected the social equity.Deviation of the financial regulation system design under the catching up strategy is the reason for the unfair allocation of financial resources.In order to realize the fair allocation,inclusive financial supervision system is needed.It includes an inclusive financial market access system and an fair financial market withdrawal system.更多还原
