【摘要】 慈善捐赠作为第三次分配的重要形式,在缩小贫富差距、熨平社会风险、扶贫济困救急等方面具有不可替代的作用。本文全面地阐述了疫情下慈善捐赠缓释公共风险的作用机理、其他国家和地区经验及对策建议,通过界定重要概念,分析作用机理,并借鉴慈善捐赠事业的先进经验,提出了适合我国国情的对策建议。更好地发挥慈善捐赠缓释公共风险的作用,需要标本兼治,"标"指的是完善慈善捐赠体系,"本"指的是推进治理体系和治理能力的现代化,一是创新协作,处理好政府、市场与社会的关系;二是激励相容,合理划分中央政府与地方政府的权责;三是全球治理,加大慈善事业的开放合作力度。更多还原

【Abstract】 Charitable donations, as an important form of the third distribution, have an irreplaceable role in narrowing the gap between the rich and the poor, reducing social risks, and helping the poor. This paper comprehensively explains the mechanism of action, experience, countermeasures and suggestions for charitable donations to mitigate public risks in epidemic situations. By defining critical concepts, analyzing the mechanism of action, and referencing successful examples of charitable donations, the paper proposes the countermeasures and suggestions that fit the national conditions of China. To better play the role of charitable donations to mitigate public risks, it requires reforms on both root causes and symptoms. Symptoms refer to improving the charity donation system, root causes refer to the modernization of the governance system and governance capabilities.First, to innovate and collaborate to handle the relationship between government, market and society. Second is incentive compatibility and rationally dividing intergovernmental fiscal powers and responsibilities. Third is to increase the open cooperation of philanthropy through global governance.更多还原
