【摘要】 英国哲学家培根曾经说过:“只要维持公平的教育机会,贫穷就不会变成世袭,就不会一代一代世世代代地穷。”由此可见教育公平的重要意义。随着高等教育体制的改革,所有的受益者都要承担一部分教育费用,原来由国家负担的学费开始逐渐由个人负担。一些家庭困难的学生通过自己的努力考入大学,但却要面对经济方面的重担,甚至有人为此背上了沉重的心理包袱,影响了大学生的健康成长。因此,如何从资助体系方面保证每一个贫困生都不因贫困而失学,就具有非常重要的理论和现实意义。从理论上讲,该课题对高校日常管理和教育理念、原则、内容和方法等问题,都有进一步丰富和逐渐完善的重要意义;而从实践上讲,则希望能够有针对性地对大学生贫困生问题提供参考和借鉴,以便能够更好地做好贫困生的资助工作。本文基于对贫困生资助体系重要性的认识,比较系统地分析了高校贫困生资助体系的相关理论、历史与现实,并有针对性地提出了一些对策建议。在概念上对贫困生和资助体系进行了界定,论述建立高校贫困生资助体系的理论和实践依据。在理论上,主要是为了促进公平、共享成果和扶持弱者的需要,而贫困生在实践中的表现则是我们解决好贫困生问题的现实依据。基于此,建立完善贫困生资助体系,对于实施“科教兴国”、构建和谐社会、落实科学发展观,具有重要的意义。而我国的贫困生资助体系经过六十年的发展,已经从单一逐渐走向了多元化,建立起包括奖、助、贷、勤、免等一系列内容的资助体系。但是在具体实践的过程中仍然存在一定的问题,在制度设计方面仍待完善,贫困生的认定也缺乏合理机制,勤工助学岗位设置也不合理,学生的诚信意识不足,社会参与资助力量薄弱等。这些问题的存在,在某种程度上就影响了资助体系功能的发挥,因此,应该有针对性地采取措施,完善高校贫困生资助体系。就资助体系来说,主要是确立政府的责任主体地位、健全高校贫困生资助体系和机制;完善助学贷款的主渠道作用、拓宽资助体系的社会渠道,同时加强对贫困生心理调适的教育,以期能够解决贫困生资助体系问题,使贫困生能够顺利完成学业。更多还原

【Abstract】 British philosopher Bacon once said:"As long as the maintenance of equal opportunity in education, poverty will not become hereditary, they will not be in poverty from generation to generation." This shows the importance of education equity. With the higher education system reform, all of the beneficiaries should bear some of the costs of education, the original burden of tuition fees by the State began to pay by individuals. The difficulty is that some families of students admitted to universities through their own efforts, but they have to face the economic burden, even some people who carry a heavy psychological burden, affecting the healthy growth of university students. Therefore, how to ensure that every aspect from the subsidy system is not a poor student out of school duing to poverty, it has a very important theoretical and practical significance. In theory, the subject of the daily management, for example, colleges and universities and educational concepts, principles, contents and methods and other issues, have further enriched and gradually perfecting importance; From the practical sense, we hope to have targeted poor students on college students to provide reference and learn to be able to do a better funding job for poor students.This article is based on poor understanding of the importance of health financing system, a more systematic analysis of the college funding system for poor students in the relevant theory, history and reality, and has made a number of targeted countermeasures. In concept to the poor students and funding system has defined the poor students discussed the establishment of university funding system based on the theory and practice. In theory, mainly to promote fairness, sharing results and the needs of the weak, while the poor performance of students in practice is that we solve the poverty, health and hygiene issues based on the reality. Based on this, establishing a sound financing system for poor students, for implementing the "stringing our nation by science and education," to build a harmonious society and implementing the scientific concept of development has great significance.The subsidy system for poor students in China’s development over six decades has gradually become a diversified from a single system to a series of content-free financing system including awards, assistance, credit, diligence. However, in practice the process still have some problems in the system, for example , poor students’identity lack of a reasonable mechanism and work-study job settings are also unreasonable, the integrity of the students lacks of awareness, social participation in the financing strength is still so weak and so on. Existence of these problems, the financial support system should fulfill its functions. Therefore, it should be targeted to take measures to improve the funding system for poor students in colleges and universities. In the financing system, the main responsibility of the Government is to establish the dominant position, which is a sound system of university funding and mechanisms for poor students; Improving the student loans is regarded as the main channel, as well as broadening the social channels of funding systems. To enhance psychological adjustment to the education of poor students, with a view of the systemic issues of poverty and health assistance to enable students in need to complete their studies successfully.更多还原
