【摘要】 随着我国经济的快速增长,SO污染问题日益严重,主要因为目前的能源结构以煤为主,燃煤产生了大量的SO2。在排放SO2的行业中,火电厂又由于其行业特点占据了其中的近半数份额,所以,火电厂进行脱硫改造成为国家强制规定。我国电力行业的工程项目建设长期在计划经济体制的模式下运行,近年来随着电力行业改革的不断深化,先进的项目管理理论和方法逐渐被应用到电力工程项目当中,但仍处于探索和完善阶段。许多项目虽然也能建成投产,但并没有达到预期的经济效益和社会效益。通过近年来市场经济的磨砺,电力企业普遍认识到,要想取得项目的成功,必须改变过去的管理模式,脱硫改造作为一种新型的电力建设工程项目,更加需要应用先进的项目管理方法进行建设过程的管理和控制,重视工程建设的协调控制,为项目的成功提供保证。本文结合脱硫工程建设项目的特点与实践,首先对zz电厂烟气脱硫工程项目的建设管理现状进行了总结,找出了其中存在的问题以及产生这些问题的原因,并对其项目建设管理改进所处的环境开展了分析,得出了优势、劣势、机会、威胁,建立了SWOT分析矩阵,为管理的改进指出了方向；其次,在此基础上提出了脱硫项目建设管理的改进方案,包括管理组织形式、施工过程管理、项目进度控制、项目质量管理等部分；最后提出了项目建设管理改进的一些实施措施。更多还原

【Abstract】 As China’s rapid economic growth, SO2 pollution is becoming increasingly serious, mainly because the current coal-dominated energy structure that generated a great deal of SO2. In the industry, because of its industry characteristics, power plant accounted for nearly half of the share, therefore, power plant to carry out desulfurization transformed into a mandatory requirement.China’s power industry engineering projects has been running under the long-term planning economic system in recent years. With the deepening reform of the power industry, the advanced project management theory and method was applied to electrical engineering gradually, but still in the exploring and perfecting stage. Although many projects have been completed and put into operation, it can not achieve the expected economic benefits and social benefits. Through the experiences in the market economy, the electric power enterprise recognized that if they want to obtain the success of the project, they must change the mode of management. As a new type of electric power construction projects, more advanced project management for construction process management and controlling should be applied in the desulfurization. Engineering construction coordination controlling provide guarantee for the success of the project.Based on the characteristics of desulfurization project, this paper firstly summarized the ZZ plant flue gas desulfurization project construction management status and found out the existing problems and the causes of the problems. And then analyzed the background of the project construction management getting the strengths, weaknesses, opportunities and threats, and establish a SWOT analysis for the improvement of management matrix, and pointed out the direction, Secondly, based on this, the author put out the advances desulfurization project construction management solutions, including management organization form, construction process management, project management, project quality control etc. Finally, the author put forward some measures for improving the management of the project construction.更多还原
