【摘要】 国家安全观是有关国家安全问题的理论,是国家具体安全政策和安全战略的指导思想。国家安全观是一个动态的概念,在不同历史时期有着不同的内涵和标准。研究国家安全观的理论创新及其启示,有助于全面把握中国的安全战略及其指导思想,有助于科学理解中国对周边、对地区、对全球的安全政策,有助于辩证思考国家安全问题,以便于更好地推动全面建设小康社会,实现中华民族伟大复兴的历史进程。随着国际形势的变化,经济全球化趋势日益加深,世界政治格局多极化进程不断加快,军事形势不断变化,环境恶化、资源短缺、民族主义、恐怖主义等全球性问题日益增多,国家安全观正在由单一的、注重本国的以国防安全、军事安全为核心的传统安全向多样化、多层次的以经济安全为中心的全球共同安全转变。与此相适应,江泽民同志在对待国家安全的问题上,其主要观点和战略取向实际上也实现了上述重大转变,表现出了对国际形势变化高屋建瓴的洞察能力和驾驭能力。江泽民同志继承并发展了以军事安全为核心的第一代领导集体的国家安全观,以综合安全观为特征的第二代领导集体的国家安全观,借鉴了当前国际上适应形势发展的几种主要安全观,如“综合安全”、“共同安全”、“合作安全”等安全观,确立了适应时代要求的江泽民国家安全观。江泽民国家安全观突破了传统安全观,从国际安全的大视野中审视国家安全,强调国际化的安全机制、全球性的安全目标,主张多元的安全主体,多维的安全内容,复杂的安全手段;发展了综合安全理论,构建了以经济安全为中心、政治安全为根本、军事安全为保障、科技安全为关键、文化安全为灵魂、信息安全为重心的完整的安全观系统;摆脱了国家安全中的“零和”关系,对合作安全作出了新贡献。江泽民国家安全观的理论创新反映了时代的呼声,反映了历史发展的大趋势,符合全人类的共同安全利益,给予了我们重要启示:站在时代的前列审视国家安全问题;用系统的、辩证的观点来看待国家安全问题;以与时俱进的精神发展国家安全观。更多还原

【Abstract】 The National Security Concept is the theory of the national security problems, which is the guideline of the concrete security policy and security strategy. National Security is a dynamic concept, which referred to the different connotations and standards in different periods. The study on the theoretical innovation of the National Security and its revelation contributes to a better understanding of the national security strategy and its guideline, the national security policy to the surrounding countries, areas and the whole world, and think about the national security problems with dynamic opinion, so as to ply an important role in building an all-round society and in realizing the development of the Chinese people.With the change of the international situation, the tendency of the economic globalization, the political multipolarity, military situation, the increase of the international problems such as the environmental depravation, the resource deficit, the nationalism and the terrorism, the National Security Concept has been changing from the traditional security, which is single, focusing on the national defense security and military security, to the global security, which is diverse and focusing on the economic security. Actually, the main opinion of Chairman Jiang Zemin has realized the important change, showing the observation and controlling capability operated from a strategically advantageous position.
