凌云公司经营者绩效考评方案研究

【摘要】 本文立足于国资委二号令即《中央企业负责人经营业绩考核暂行办法》的政策指导思想,结合国有大型军工制造企业凌云公司的实际,通过问卷调研、座谈讨论、专家咨询等多种方式,在分析总结凌云公司现行经营者绩效考评存在问题的基础上,利用绩效考评理论和方法,为凌云公司设计了一套切实可行的经营者绩效考评指标体系和具体实施方案,以及与此密切相关的主要激励机制配套方案。 本文在探讨绩效考评相关理论研究现状与应用现状的基础上,总结了我国企业绩效考评发展阶段及主要模式以及国外企业绩效评价体系的发展历史和主要方法体系,为本文研究奠定理论基础;其次,通过调研问卷、座谈讨论、专家咨询、资料分析等方式,对凌云公司现有经营者绩效考评方法进行了系统分析,得出了其主要问题;再次,针对凌云公司现行绩效考评方案中存在的主要问题,循着国资委二号令《中央企业负责人经营业绩考核暂行办法》的指导思想,主要运用AHP层次分析法、功效系数法和Delphi专家咨询法等技术方法,对凌云公司的经营者绩效考评方案进行了优化设计,其中主要包括工作分析、确定指标体系、分配指标权重、设计考评标准、设计考评计分方法和考评方案等,其绩效考评指标由经营业绩指标和能力素质指标两大类、三层次共16项指标构成,业绩指标分别涉及企业财务效益状况、资产营运状况、偿债能力状况、发展能力状况等四个方面,能力素质指标涉及基础管理能力和企业战略能力两个方面;然后,结合凌云公司实际,将该考评方案具体应用于2004年度凌云公司经营班子的绩效考评工作之中,通过对经营业绩和能力素质的综合考评,从而对凌云公司经营班子的实际管理能力和结果作出全面科学的评价;最后,作为绩效考评方案的配套措施,提出了经营者绩效考评方案的实施建议,并对凌云公司经营者的主要激励方案从年薪制、虚拟股票期权计划和精神激励等方面进行了构建。
【Abstract】 Bases on State-owned Assets Supervision and Administration Commission of the State Council’s two orders, namely the policy guidelines of 《 Temporary Methods for Evaluating Operating Performance Centre Enterprise Directors》 ,. through the questionnaire, symposium, expert’s consultation as well as other ways, this paper combines with the reality of large-scale state-own war industry manufacturing enterprise which named Lingyun company, checks the current operator’s performance of Lingyun company on the basis of analysis and summarizing the existing problem, then uses the theory and method of performance assessment to design a set of feasible schemes for Lingyun Company on the operator’s performance assessment index system and concrete implement project, as well as some related scheme of the main incentive mechanism.Based on the relevant theoretical research and applied research of the current situation on performance assessment, this paper firstly summarizes the develop stage and main mode of the enterprise’s performance assessment domestic as well as the developing history and main method system oversea, which establish the theoretical foundation for this text; secondly, analyzes the operator’s performance assessment of Lingyun company systemically and then come to the main conclusion; thirdly, aiming at the leading problem existed in the current performance assessment of Lingyun company, this paper follow the guideline of 《Temporary Methods for Evaluating Operating Performance Centre Enterprise Directors》 , and uses the AHP level analytic approach, coefficient method of the efficiency, Delphi expert consults method as well as other methods to optimize and design the operator’s performance assessment scheme of Lingyun company, which including work analysis, confirm index system, assign index weight, design standard of performance, design the checking method of scoring as well as checking method of plan and so on, during these sixteen-performance assessment index are formed by three levels of two categories (business achievement performance index and quality index),and the business achievement index is involved in financial benefit state, operation state of the assets, debt paying ability state of enterprise, develops state four respects separately etc, while the quality index is involved in two respects of basic managerial ability and business strategy ability; Then through the synthesis to the business performance and ability quality, this paper combines with the reality of Lingyun Company, puts the checking scheme concretely into the management work of Lingyun Company’s team performance assessment in 2004 year, thus makes overall and scientific appraisal in actual managerial ability and result. Finally, as the supplementary measure of the performance assessment scheme, this paper proposes the implementation suggestion of the operator’s performance assessment scheme, and founds the main encouragement scheme of Lingyun Company ’s operator from such respects as yearly salary system, fictitious stock option plan, spirit encouragement etc.
