【摘要】 陕西省在西部大开发的前提下，提出了“一线两带”的发展战略，旨在通过关中地区的发展，带动整个陕西经济的全面发展．．西安市作为“一线两带”的重点城市，经济的高速发展必然带来一系列环境问题。为了使经济建设与环境保护协调发展，对西安市环境污染损失和环境保护投资进行分析非常必要。 本文运用环境效益费用分析方法，对西安市2001年环境污染损失进行了货币量化，并对西安市环境保护投资的状况及其有效性等进行了分析。在此基础上，分析了西安市环境保护工作存在的问题，提出了加强西安市环境保护工作的意见和建议。更多还原

【Abstract】 With the development of western region, the strategy of "One line and Tow Bands" has been pointed out in Shaan’xi province, in order to spur on the economy of Shan’xi province comprehensively. Xi’an, the most important city in "One line and Tow bands", a series of problems of environmental pollution has been brought out with the development of the economy. It is very essential to analysis the environmental pollution loss and environment protection investment in Xi’an.This paper explains the method of benefit-cost analysis, the procedure of the environmental pollution loss calculating and the selection of parameter. On the basis of the datum of economy, society and environment protection investment conditions in recent years of Xi’an, it conducts the economic measurement on environmental pollution in 2001 of Xi’an, analysis the effct of the environment protection investment of Xi’an.
