CP农商银行远程集中授权业务风险控制研究

【摘要】 农商银行是全省资金规模最大、各个网点遍布全省、业务范围最广的地方金融机构。之前农商银行采用的业务授权方式是传统的分散式授权,这种方式存在授权业务分散重叠、风险控制流于形式的弊端。而农商银行远程集中授权业务能够由专业中心集中控制风险并注重业务发展实效,其实现必然变成客观现实。但是,全省范围内监管部门存在业务盲区,岗位人员意识不到位,影响全部业务价值,所以选择研究这个课题。文中CP农商银行成为全省首批上线远程集中授权业务的29家法人机构之一,业务运行时间不长,在新的业务转换中并没有将远程集中授权业务的优势充分发挥出来。希望通过研究能够探索构建业务新格局,对目前山东省农村商业银行全面上线远程集中授权业务以及如何有效的提升远程集中授权业务风险控制能力都有一定的借鉴价值。本论文首先查阅了农商银行远程集中授权业务风险控制方面的相关文献,总结了国内外研究现状。其次,对CP农商银行基本情况、远程集中授权业务以及远程集中授权业务风险控制现状进行了调查分析,提出了存在的问题和原因。三个主要问题是:远程集中授权业务风险控制制度落实不到位、远程集中授权业务风险控制流程需要优化和风险控制体系不健全;问题的成因包括:传统的粗放式业务延续下来的局限性、监管制度相对滞后且存在制度缺失、支行网点岗位职责不明晰且业务操作人员配置不足等。最后,针对前述问题和原因,借鉴了其他农商银行远程集中授权业务成功经验,从三个大的层面提出了提升CP农商银行远程集中授权业务风险控制的改进对策。即:完善风险控制流程环节、完善风险控制体系管理、采用岗位联动全面控制风险。

【Abstract】 Rural commercial bank is a local financial institution with the largest capital scale,various outlets and the widest business scope in the province.Before,the rural commercial bank used the traditional decentralized authorization,which has the disadvantages of decentralized and overlapping authorization business and formalized risk control.The remote centralized authorization business of rural commercial bank can centrally control the risk by the professional center and pay attention to the actual effect of business development.Its implementation will inevitably become an objective reality.However,there is a business blind spot in the regulatory authorities across the province,and the awareness of post personnel is not in place,which affects the value of all businesses,so we choose to study this topic.In this paper,CP rural commercial bank has become one of the first 29 legal entities to launch remote centralized authorization business in the province.The business operation time is not long,and the advantages of remote centralized authorization business have not been brought into full play in the new business transformation.It is hoped that through the research,we can explore and build a new business pattern,which has a certain reference value for the current rural commercial banks in Shandong Province to fully launch the remote centralized authorization business and how to effectively improve the risk control ability of remote centralized authorization business.Firstly,this paper refers to the relevant literature on risk control of remote centralized authorization business of rural commercial bank,and summarizes the research status at home and abroad.Secondly,it investigates and analyzes the basic situation of CP rural commercial bank,remote centralized authorization business and the current situation of risk control of remote centralized authorization business,and puts forward the existing problems and reasons.The three main problems are:the risk control system of remote centralized authorization business is not implemented in place,the risk control process of remote centralized authorization business needs to be optimized and the risk control system is not perfect;The causes of the problems include:the limitations of the continuation of the traditional extensive business,the relative lag and lack of supervision system,the unclear post responsibilities of sub branch outlets and the insufficient allocation of business operators.Finally,in view of the above problems and reasons,this paper draws lessons from the successful experience of remote centralized authorization business of other rural commercial banks,and puts forward the improvement countermeasures to improve the risk control of remote centralized authorization business of CP rural commercial banks from three levels.Namely:improve the risk control process links,improve the risk control system management,and adopt post linkage to comprehensively control risks.
