【摘要】 中小微企业对推动我国的国民经济和社会发展具有重要作用。习近平总书记和李克强总理在视察D省的时候,都曾参观当地的企业。特别是新冠肺炎疫情爆发后,领导人多次表达对企业发展的支持。为扶持中小微企业的发展,政府出台了一系列扶企政策,中小微企业服务券政策也是其中之一,并取得了不错的成效。中小微企业服务券是中小微企业用于购买服务机构服务的财政补助凭证,促进中小微企业在运营管理、财务管理、信息技术、人才培训等方面的发展。但是,该政策在D省以及X市实施的时间并不长,相关政策经验还不足,因此,对X市的中小微企业服务券政策的实施效果进行评估,找出实施过程中存在的问题并提出完善建议对于政策进一步发展来说是非常重要的。在2017年,D省经济和信息化委员会、D省财政厅发布《关于开展中小微企业服务券试点工作的通知》,D省的中小微企业服务券政策开始实施。X市作为D省内的地级市,也从2018年开始实施这一政策。本研究选择以X市中小微企业服务券政策作为研究对象,具有研究价值。本研究从政府购买公共服务的角度出发,在新公共服务理论、政策评估相关理论的基础上,结合文献以及对专业人士的调研意见,运用政策评估的基本原理进行政策评估。并且,结合X市中小微企业服务券的实施现状,从事实和价值的分析角度,初步构建政策评估指标体系,运用客观统计、问卷调查、访谈法和德尔菲法筛选出备选评估指标,运用主成分分析法等研究手段进行实证的测评,评估服务券政策实施的效果,分析政策实施存在的问题及形成的原因,提出相关对策建议,使其更加科学和规范,以推动中小微企业服务券政策进一步发展,并使X市中小微企业服务券为当地企业带来更大的效益,同时也可为其他地区推行服务券政策评估工作提供一定的借鉴。更多还原

【Abstract】 The small and medium-sized enterprises(SMEs)play an important role in promoting the national economic and social development.Both General Secretary Xi and Premier Li have visited the local enterprises during their visits to D province.Especially after the outbreak of COVID-19 pandemic,the country’s leaders have repeatedly expressed their support for the SMEs’ development.In order to support the SMEs’ development,the government has issued a series of supporting policies,and the SMEs service vouchers policy which achieved good results is also one of them.The SMEs service vouchers are financial subsidy vouchers used by SMEs to purchase services from the service agencies.It can promote the SMEs’ development in operation management,financial management,information technology,talent training and other aspects.However,the implementation time of the policy in D Province and X City is relatively short and the accumulated experience is insufficient.Therefore,it is particularly important to evaluate the implementation effect of the SMEs Service voucher policy in X City,to find out the existing problems in the implementation process and put forward the improving suggestions.In 2017,the Economic and Information Commission of D Province and the Department of Finance of D Province published a document to implement the SMEs service voucher policy in several cities in D province.X City,as a prefecture-level city in D Province,has also implemented this policy since 2018.Therefore,it is of research value to choose the SMEs service voucher policy in X city as the research object.Based on the new public service theory and the public policy evaluation theory,this study started from the perspective of the government’s purchase of public services,combined with the literature and experts’ advice and used the basic principle of the policy evaluation to evaluate this policy.Beside,combined with the implementation status of the SMEs service voucher policy in X city,this study established the preliminary policy evaluation index system in the perspective of fact analysis and value analysis.This study selected the evaluation indicators with objective statistics,the questionnaire survey,interview and Delphi method,used the principal component analysis(pca)method for empirical assessment and obtained the scores of each index to assess the policy implementation effect.Finally,this study analyzed the existing problems and reasons during the policy implementation and put forward the corresponding policy suggestions,which is aimed to make the policy more scientific and standardized,to promote its further development and bring greater benefits to the local enterprises.It can provide certain reference for other regions to carry out the evaluation of the SMEs service voucher policy at the same time.更多还原
