A城市商业银行业务连续性管理优化研究

【摘要】 近年来,各种事故灾难不断发生,地震的突袭、城市洪灾的爆发,以及席卷全球的新冠病毒在国内的局部传播影响着商业银行业务的正常开展,火灾、断电、设备故障、人为操作失误等事故也不断侵扰着商业银行,对商业银行的业务持续带来了极大的影响。自中国银保监会发布了《商业银行数据中心监管指引》、《商业银行业务连续性监管指引》等多个监管指引以来,国内各商业银行至少进行了一轮业务连续性管理建设:基本完成了业务连续性管理的需求梳理;进行了两地三中心的同城异地生产灾备中心建设,对本行重要信息系统都进行了同城或异地的应用级备份,进行了异地的数据备份等工作;并围绕业务连续性管理建设进行了预案开发和演练验证等工作。初步完成了业务连续性管理的基础建设工作。但对于大部分处在整体规模小、管理粗放、发展困难的阶段的中小城市商业银行而言,由于人才缺乏,管理不到位等原因,在各种自然灾害、人为因素事故以及监管要求面前依然面临挑战。所以有必要针对该类中小商业银行已经建设的业务连续性管理体系进行重新梳理评估,找出问题并进行优化提高。本文以西南地区A城市商业银行为研究对象,就中小城市商业银行业务连续性管理优化过程进行了研究分析。首先,本文就国内外业务连续性管理研究发展趋势进行了分析,研判了国内外监管机构监管要求发展方向,并对不同梯度的国内商业银行机构业务连续性管理建设情况进行了介绍。同时,本文也介绍了业务连续性管理的概念,介绍了管理内容和管理方法,从而奠定了本文的管理理论基础。其次,概要的描述了A城市商业银行在业务连续性管理范畴的建设情况,并通过基于《商业银行业务连续性监管指引》的评估体系量化评估了该行的业务连续性管理具体情况,发现了该行在业务连续性管理领域的薄弱点和问题。进一步的,针对发现的薄弱点:整体组织架构不完善、业务影响分析未完成、预案体系及内容不完整这三个方面进行分析并提出优化策略,并采取措施进行优化,并对优化结果进行了总结。全部优化完成后,借助评估体系再一次进行对标评估,并对结果进行分析总结。最后,基于A城市商业银行的优化后的成果,提出该行在业务连续性管理范畴近期和中长期持续优化的目标和实施工作内容,期望A城市商业银行可以基业长青,企业永续。
【Abstract】 In recent years,various disasters and accidents occur frequently,such as the sudden attack of earthquake,the outbreak of city flood,and the spread of COVID-19.All these factors strongly affect the operation of banking business.Besides,many accidents such as fire,power failure,equipment failure and human operation failures also significantly disturb the continuity of banking business.All of them have a great impact on the business continuity of commercial banks.Since the China Banking and Insurance Regulatory Commission issued several regulatory guidelines,such as the guidelines on the supervision of data centers of commercial banks and the guidelines on the supervision of business continuity of commercial banks,domestic commercial banks have carried out at least one round of business continuity management construction,which includes basically sorting out the needs of business continuity management;constructing the local/remote production/disaster recovery center in the two places,having application level backup for the bank’s important information systems in the same city or in different places,having data level backup in different places.It also carried out plan development and drill verification around the construction of business continuity management and preliminarily completed the basic construction of business continuity management.However,for most small and medium-sized city commercial banks which are in the stage of extensive management and difficult development,due to the lack of talents and inadequate management,they are still facing some challenges in various natural disasters,human factor accidents and regulatory requirements.Therefore,it is necessary to reconsider and re-evaluate the business continuity management system that has been built by these small and medium-sized city commercial banks,and find out the problems in the systems and improve them.Taking a city commercial bank A from the Southwest China as the research object,this thesis studies and analyzes the optimization process of business continuity management in the small and medium-sized city commercial bank.Firstly,the thesis analyzes the research and development trend of business continuity management at domestic and abroad.Then it studies and judges the development direction of regulatory requirements of domestic and foreign regulators,and also introduces the construction of business continuity management of domestic commercial banks with different gradients.Meanwhile,this thesis also introduces the concept of business continuity management,management content and management methods,which lays the theoretical foundation of this thesis.Secondly,it briefly describes the construction of bank A in the field of business continuity management,and quantitatively evaluates the specific situation of the bank’s business continuity management through the evaluation system based on the guidelines for the supervision of business continuity of commercial banks.After that,it finds the weaknesses and problems of the bank in the field of business continuity management.Based on that,it analyzes these weaknesses: the overall organizational structure is imperfect,the business impact analysis is not completed,and the plan system and content are incomplete.Third,this thesis proposes optimization strategies,takes measures to optimize,and summarizes the optimization results.After all the optimization has been completed,the bench-marking evaluation is carried out again with the help of the evaluation system,and the results are analyzed and summarized.Finally,based on the optimized results of bank A,this thesis develops the objectives and implementation contents of the bank’s short-term,medium and long-term continuous optimization in the field of business continuity management.
