东北农村独生子女家庭的养老保障问题研究

【摘要】 自从计划生育政策实施以来,中国产生了大量的独生子女家庭,虽然近年来实施了二孩、三孩政策,但是因受到生育观念、生活习惯以及育孩成本等各种因素的影响,独生子女家庭的数量还在不断扩大,独生子女家庭中父母的养老保障问题不仅是当前也是今后很长一段时间中我国面临的重要问题。本研究通过对东北农村独生子女家庭的养老保障现状进行论述和调研,采用文献研究法和问卷调查法,发现东北农村独生子女家庭的养老保障存在的问题并分析其成因,积极探索解决这些问题的对策和建议。通过研究发现,东北农村独生子女家庭的养老保障存在的问题包括养老保障体系所起作用不足、社区养老设施建设范围有限、养老收入整体水平较低、家庭养老代际支持较弱、养老金缴费与待遇水平偏低等等。而要解决这些问题,不仅要增强农村独生子女家庭的养老保障意识、增加农村独生子女家庭的养老保障资金收入,还要优化农村独生子女家庭的养老服务环境、大力加强养老保障资金投资运营与监管、发挥农村独生子女家庭的养老保障特色优势。更多还原

【Abstract】 Since the family planning policy implementation,China has produced a lot of one-child family,although in recent years to implement the second child,three child policy,but because of the birth concept,living habits and various factors such as the number of one-child family is expanding,the only-child family parents endowment security problem is not only the current is also for a long time in the important problems facing our country.In this paper,the current situation of pension security in northeast China,uses literature research method and questionnaire survey method,finds the problems in the country and analyzes the causes,and actively explores the countermeasures and suggestions to solve these problems.It is found that the problems in the old-age security of the only child families in northeast China include the insufficient role of the old-age security system,the limited scope of community old-age facilities,the low overall level of pension income,the weak intergenerational support for family pension,and the low level of pension payment and treatment.And to solve these problems,not only to strengthen the rural only-child family pension security consciousness,increase the rural one-child family pension security fund income,and optimize the rural one-child family endowment service environment,strengthen pension security fund investment operation and supervision,play to the rural one-child family pension security characteristics.更多还原
