【摘要】 上世纪九十年代初,我国通过借鉴新加坡中央公积金制度的成功经验建立了住房公积金制度,为解决城镇居民住房问题发挥了重要作用。随着经济社会发展和改革不断推进,我国已迈进了全面小康的新时期,以人为核心的新型城镇化和城乡协同一体化深入推进,城乡住房需求正趋向升级,房地产市场价格飞速增长,新市民的住房保障问题日益凸显。住房公积金作为我国住房保障制度的重要组成,关系着政府与民生、稳定与改革、公平与效率等诸多问题。三十年来发展变化,住房公积金所发挥的作用已逐渐弱化,其存在的固有问题与现实矛盾也逐渐成为社会焦点,研究完善住房公积金制度十分必要。本文在文献研究的基础上,结合问卷调查法、访谈法、比较分析法等研究方法对杭州省直住房公积金制度进行研究,并借鉴分析国外部分较有代表性的住房保障制度,探求在不同国情下住房保障制度的特点,以研究符合当前国情的住房公积金制度,并提出推进完善和优化的建议。本文通过分析杭州省直住房公积金制度运行和管理机制方面情况,从住房公积金制度的普惠性、保障性和互助性等特点出发,兼顾公平效率原则,对杭州省直住房公积金制度发展现状和存在问题进行了研究分析,提出了相关建议。本文分析认为杭州省直住房公积金制度在依托浙江省“最多跑一次”改革和杭州市大数据、互联网等技术,为缴存职工提供了高效率的政策服务保障,并具备可借鉴性。但由于机构性质、执法主体以及管理模式等原因,在管理机制方面存在资金配置效率低、激励机制欠缺、执法力量薄弱以及监督体系分散等问题,在运行机制上存在政策普惠性以及缴存和提贷政策公平性不足、潜在资金流动性风险和贷款系统性风险以及公共认知不足等问题。本文针对这些问题,提出了改变住房公积金机构性质的建议并提供了可选模式,同时提出应明确执法主体地位、提高执法能力,优化缴存、使用和贷款机制来提高制度的普惠性和公平性,建立贷款风险防控机制,推进数字赋能实现住房公积金制度改革落地的效率和住房公积金制度保障功能。杭州省直住房公积金制度作为解决缴存职工住房问题的重要制度保障,应当根据新时代新阶段的不同国情、社会环境和经济发展特点,与时俱进完善制度,公平利用资金资源,充分发挥政策优势,尽快建立起完善而高效的住房保障金融体系。更多还原

【Abstract】 In the early 1990 s,China established the housing provident fund system by learning from the successful experience of Singapore’s central provident fund system,which has played an important role in solving the housing problem of urban residents.However,with the continuous advancement of economic and social development and reform,China has entered a new era of well-off society in an all-round way.With the deepening of new urbanization and urban-rural collaborative integration,the demand for urban and rural housing is upgrading,the real estate market price is growing rapidly,and the housing security problem of new citizens is becoming increasingly prominent.As an important component of my country’s housing security system,the housing provident fund is related to many issues such as government and people’s livelihood,stability and reform,equity and efficiency.Over the past 30 years,the role of housing provident fund has gradually weakened,and its inherent problems and practical contradictions have gradually become the social focus and hot spot.Therefore,it is necessary to study and improve the housing provident fund system.This paper adopts literature research method,combined with the methods of questionnaire research,interview research,literature review,comparative analysis and other research methods,to explore the characteristics of housing security systems under different national conditions,so as to put forward the suggestions and reform directions for the housing provident fund system under the premise of continuous economic development.This paper analyzes the management,deposit and use mechanism of the Hangzhou Provincial Housing Provident Fund System,combines the security,inclusiveness,mutual assistance and welfare characteristics of the housing provident fund system,and takes into account the principle of fairness and efficiency,to study and analyze the development status and existing problems of Hangzhou provincial housing provident fund system,and puts forward relevant suggestions.This paper analyzes that Hangzhou provincial housing provident fund system provides efficient policy service guarantee for deposit workers relying on the "Run reform once at most" of Zhejiang Province and rapidly developing big data,Internet and other technologies in Hangzhou,which can be used for reference.However,due to the nature of institutions,law enforcement subjects and management mode,there are some problems in the management mechanism,such as low efficiency of fund allocation,lack of incentive mechanism,weak law enforcement force and scattered supervision system.There are also some problems in the operation mechanism,such as insufficient policy inclusiveness,insufficient fairness of deposit and loan policies,potential liquidity risk and systemic risk of loans,and public awareness and so on.In view of these problems,this paper puts forward some suggestions to transform the nature of housing provident fund institutions,and provides an optional mode to clarify the main position of law enforcement,improve the law enforcement ability,optimize the deposit,loan and use mechanism,enhance the universality and fairness of the system,establish the loan risk control mechanism,and promote the digital empowerment,so as to improve the efficiency of housing provident fund system and realize housing security function.Therefore,as an important institutional guarantee to solve the housing problem for deposited employees,the housing provident fund system should be improved with the times according to the different national conditions of the new era and new stage,give full play to its financial attributes and policy advantages,allocate funds fairly and reasonably,and establish a perfect and efficient housing financial system as soon as possible.更多还原
