进口跨境电子商务对城市全要素生产率的影响研究

【摘要】 我国跨境电子商务在全世界经济不断下行,国际贸易冲突日益加深的大环境下方兴未艾,凭借其“低成本、高效率”的特性以势如破竹之势异军突起,开始在国际贸易中成为传统对外贸易的有效补充。近年来,在国家政策支持、互联网信息技术支撑、国内消费需求攀升的背景下,进口跨境电商的交易体量增长迅速,在国内进口贸易中的占比逐年上涨。由于海外贸易已然成为促进国内经济持续有效向前发展的动力源泉,因此运用进口跨境电商这一新模式带来的经济外溢效果有待进行深入探讨。借助于国内进口试点城市范围不断推进与拓展的事实背景,本文拟采用倍差法检验分析进口跨境电商试点政策对城市经济发展的影响效果,并将进口分解为进口数量、进口质量、进口种类三维结构来探究进口跨境电子商务影响城市生产效率的作用路径。同时,从资源配置、技术进步的角度分解全要素生产率的改进机制,分别探析进口跨境电商对这两者的作用效果。研究发现,进口跨境电商确实能有效推动城市全要素生产率的进步。从进口的多重维度层面来看,发现进口跨境电商能通过进口的数量效应、质量效应以及种类效应三个维度发生积极作用;而从生产率优化改进的层面来看,进口跨境电商通过进口的竞争机制有效改进了试点城市的资源配置,同时也能通过技术创新的路径提振区域经济的生产效率。进一步地,本文通过对样本进行分组检验发现在传统外贸条件较好的东部地区,进口跨境电商促进城市全要素生产率发展的效果更为显著;从城市内部特点来看,有力的资本支持、良好的外贸环境、完备的信息基础设施建设能有效推动进口跨境电商的发展,有利于发挥其经济效应。这说明,进口跨境电商的发展水平很大程度上制约着其对城市经济发展的影响效果。未来,积极探索更加适宜进口跨境电商发展的政策经济环境,才能充分发挥其经济效应,进一步促进国内经济发展。
【Abstract】 In the context of the continuous global economic downturn and increasingly deepening international trade frictions,the development of cross-border e-commerce in China has gone against the trend.With its characteristics of "low cost and high efficiency",cross-border e-commerce has begun to become an effective supplement to traditional foreign trade in international trade.In the context of national policy support,Internet information technology support,and rising domestic consumption demand,import cross-border e-commerce has developed rapidly in recent years,with its transaction volume accounting for an increasing proportion of domestic import trade year by year.As one of the "troika" driving China’s sustained economic growth,the impact of imported cross-border e-commerce on the domestic economy deserves further study.With the gradual popularization of domestic import pilot cities,this paper takes urban total factor productivity as a substitute index of urban economic development,it is planned to use the difference method to analyze the economic effect of the pilot policies of import cross-border e-commerce,and decompose the import into the three-dimensional structure of import quantity,import quality and import species,so as to explore the effect path of import cross-border e-commerce on urban total factor productivity.The improvement mechanism of total factor productivity is decomposed into resource allocation effect and technology progress effect,to analyze the effect of import cross-border e-commerce on the two.The research found that imported cross-border e-commerce can effectively promote the progress of urban total factor productivity.From the perspective of import structure,import cross-border e-commerce can play a positive role through the quantity effect,quality effect and species effect of imports;From the perspective of total factor productivity improvement,import cross-border e-commerce can effectively improve the resource allocation of pilot cities through the import competition mechanism,and improve the total factor productivity of cities through the channels of urban technological innovation.Furthermore,from the perspective of geographical location,in the eastern region with good traditional foreign trade conditions,import cross-border e-commerce has a more significant effect on promoting the development of urban total factor productivity;From the perspective of urban internal characteristics,strong capital support,good foreign trade environment and complete information infrastructure construction can effectively promote the development of import cross-border e-commerce,which is conducive to giving play to its economic effect.This indicates that the development level of import cross-border e-commerce restricts its impact on urban economic development.In the future,only by actively exploring a more suitable policy and economic environment for the development of cross-border e-commerce imports can it give full play to its economic effect and further promote domestic economic development.
