农业领域中的PPP模式应用研究

【摘要】 农业是国民经济基础产业,关系到国计民生。在农业领域引入PPP模式,对于实现农业投入多元化,推动农业供给侧结构性改革,促进农业持续健康发展具有十分重大的意义。近年来,各级政府在农业领域开始逐步推行PPP模式,虽取得了一系列成效,对农业发展产生了明显的支撑作用,但仍面临不少问题。如经营主体积极性不高、投资缺乏持续性等,政府对于民间资本介入农业领域建设也还普遍缺乏长效机制和政策支持,这一系列问题值得我们高度关注,并寻求相应的解决办法。本文根据四川农业领域PPP模式试点经验,结合其他行业PPP模式运行经验和农业投资自身特点,探索在农业领域中适用的PPP模式和运行机制,提出进一步优化完善关于农业领域PPP模式应用的对策措施,从而减轻政府财政压力,提高农业项目运营效率和服务质量。本文第一部分主要阐述选题背景以及研究意义,梳理了国内外学者对于PPP模式的理论研究和国内PPP模式的应用研究,并对文章的框架、研究思路、研究方法做了说明。第二部分主要对PPP模式的产生和发展进行了介绍和回顾,通过梳理PPP模式形成的理论基础,对PPP模式的概念进行了界定,并重点阐述了PPP模式的内涵外延。对国内外几种常见的PPP模式进行了明确分类,并收集整理了PPP模式在国内外应用的基本情况;第三部分从农业产业发展和农业领域特殊性两方面入手,阐明了农业领域引入PPP模式的必要性,验证了PPP项目进入农业领域的可行性,并通过理论分析及总结我国其他行业PPP运行情况,进一步分析了农业领域内PPP模式的适用范围和条件;第四部分则根据前文理论研究,将农业领域PPP投资模式分为经营性和非经营性PPP模式,并分别阐述两种模式的具体内容。在此基础上,从基本原则、主要目的、基本思路和框架设计等方面构建了农业领域PPP模式运行机理,并在项目论证储备、合作伙伴选择、项目执行及项目移交等方面进行了深入讨论;第五部分总结梳理了我国推进农业领域PPP模式的政策背景、应用现状和存在的问题,对PPP模式在四川省农业领域内的应用进行实证分析,对其实践效果进行总结,对蒲江县PPP模式推进畜禽粪污综合利用的效果和项目运营过程中出现的问题进行了分析与总结;第六部分对本文进行了总结并得出相应结论,最后以文中构建的农业领域PPP投资模式和运行机理为基础,从明确投资思路和适用领域、建立分工明确的风险防控分担机制、探索优化利益平衡机制、加大政策支持力度四个方面提出完善农业领域PPP模式的对策建议。更多还原

【Abstract】 Agriculture is the basic industry of the national economy and it is related to the national economy and people’s livelihood.China is introducing the PPP model into agriculture.It is of great significance to realize agricultural investment diversification,promote agricultural supply reform and promote agricultural development.In recent years,governments have begun to implement PPP mode in agriculture.Although a series of achievements have been achieved,but there are still many problems.For example,the enthusiasm of the participants is not high and the investment is not sustainable.There is a lack of policy support for private capital in agricultural construction.This series of issues deserves our high attention,and we should look for solutions.This paper is based on the experience of Sichuan province and other industry PPP mode operation experience and the characteristics of agricultural investment.We explore the practical PPP mode and operation mechanism.We put forward a series of Suggestions on the PPP mode of agriculture.It will reduce the financial pressure of the government and improve the operation efficiency and service quality of agricultural projects.The first part of this paper mainly elaborates the background of topic selection and research significance,Then,the theoretical research and application research of PPP mode are summarized.In the end,the article explains the framework,research ideas and research methods.The second part introduces and reviews the generation and development of PPP mode.We have analyzed the theoretical basis of PPP mode,defined the concept of PPP,and focused on its connotation extension.The basic situation of the application of PPP in China and abroad is collected.and we categorically classify it.The third part explains the necessity and feasibility of the PPP project in the agricultural sector,and the researchers analyzed the appropriate range and conditions of PPP projects in the agricultural sector.Then,the researchers divided it into two forms: operational and non-operational.After this,we have constructed the operation mechanism of agricultural PPP project from the aspects of basic principle,main purpose,basic idea and frame design.In addition,we discussed the project argumentation,partner selection,project execution and project handover.The fifth part studies the policy background,application status and existing problems of promoting agricultural PPP project in China.The application of it in Sichuan province is analyzed empirically and the practical results are summarized.Finally,the effect of the comprehensive utilization project of livestock and poultry manure in Pu Jiang county was detected.The last part of this paper is the conclusion and countermeasures.It mainly includes four aspects: the investment idea and the applicable field of the PPP project,the establishment of the risk sharing system with clear division of labor,the mechanism of establishing the balance of interests and the strength of the policy.更多还原
