专利密集型产业技术创新效率评价

【摘要】 技术创新是推动区域和企业发展的不竭源泉,同时也是产业获取竞争优势的根本保证。专利密集型产业作为知识密集、技术密集型的产业,已成为当今知识经济活动中技术创新最为活跃的领域。而在创新资源有限的条件下,技术创新效率的高低势必会影响专利密集型产业后期的良性发展。因此,准确识别专利密集型产业并对其技术创新效率进行评价就成为亟需解决的问题。本文首先从专利存量、专利增量以及研发强度三方面对2006-2015年期间的专利密集型产业进行识别;其次,采用文献研究法以及对比分析法构建专利密集型产业技术创新效率模型及评价指标体系;然后运用两阶段链式关联DEA模型从产业下各行业和产业总体两个维度,以及效率、规模收益和投影分析三个角度对2006-2015年期间该产业的技术创新效率进行评价分析;最后依据评价结果提出有效提高该产业技术创新效率的对策建议。研究结果显示:(1)在2006-2015年期间,“化学原料和化学制品制造业”、“医药制造业”、“通用设备制造业”、“专用设备制造业”、“电气机械和器材制造业”、“计算机、通信和其他电子设备制造业”以及“仪器仪表制造业”等七个制造业行业属于专利密集型产业,而其它制造业行业均属于非专利密集型产业。(2)在技术开发阶段,专利密集型产业下各行业的技术效率在整个研究期基本处于不断增大的高效率状态,且规模效率低是导致其后期技术效率低的主要原因。在技术成果转化阶段,专利密集型产业下各行业的技术效率在整个研究期基本处于略微下降的低效率状态,且纯技术效率一直是阻碍绝大多数行业技术效率提高的关键因素。在技术开发阶段和技术成果转化阶段,专利密集型产业下各行业的技术效率水平均不尽相同,但基本都处于规模收益递减状态,且存在严重的投入冗余。(3)在2006-2015年期间,专利密集型产业总体的技术效率在技术开发阶段一直大于非专利密集型产业,且差距逐年加大;而在技术成果转化阶段始终低于非专利密集型产业,且差距逐年缩小。技术成果转化阶段是抑制专利密集型产业整体技术创新效率提高的关键阶段。

【Abstract】 Technological innovation is an inexhaustible source of regional and enterprise development,and guarantee fundamentally for the industry to obtain a competitive advantage.Patent-intensive industries,as knowledge-intensive and technology-intensive industries,have become the most active areas of technological innovation in today’s knowledge economy.Under the conditions of innovation of the limited resources,technological innovation efficiency is bound to affect the late development of patent-intensive industries.Therefore,the accurate identification of patent-intensive industries and the evaluation of its technological innovation efficiency has become an urgent problem to solve.This paper firstly identifies the patent-intensive industries from 2006 to 2015 from the aspects of patent stock,patent increment and R&D intensity.Secondly,it adopts the literature research method and the comparative analysis method to construct the efficiency model and its evaluation index of patent-intensive industrial technology innovation.And then uses the two-stage chain-related DEA model to evaluate the technological innovation efficiency of the industry from 2006 to 2015.Finally,the countermeasures and suggestions are put forward to improve the efficiency of technological innovation.Research shows:(1)During the period 2006 to 2015,seven industries are identified as patent-intensive industries,such as,"Chemical raw materials and chemical products manufacturing","Pharmaceutical manufacturing industry","General equipment manufacturing industry","special equipment manufacturing industry","Electrical machinery and equipment Manufacturing industry","computer,communications and other electronic equipment manufacturing industry" and "instrument manufacturing industry ".The other manufacturing industries are identified as non-patent-intensive industries.(2)In the technology development stage,the technical efficiency of each industry under the patent-intensive industry is basically in the high efficiency state throughout the research period,and in the late time,the low efficiency is the main reason for the low technical efficiency.In the stage of technological transformation,the technical efficiency of each industry under the patent-intensive industry is basically at a low level of inefficiency throughout the study period,and the pure technical efficiency has always been a key factor in hindering the technical efficiency of the vast majority of industries.In the stage of technological development and technological transformation,the technical efficiency level of each industry under the patent-intensive industry is different,but it is basically in the state of diminishing scale,and there is serious investment redundancy.(3)During the period from 2006 to 2015,the technical efficiency of the patent-intensive industry has been greater than that of the non-patent-intensive industries in the technology development stage,and the gap has increased year by year.In the technological transformation stage,technical efficiency in patent-intensive industry is always lower than the non-patent-intensive industries,and the gap narrowed year by year.The transformation of technological achievements is a key stage in suppressing the efficiency of the overall technological innovation of patent-intensive industries.
