【摘要】 改革开放以来,我国的快速城市化进程取得了举世瞩目的成就,但城市不计成本的快速发展建设,也不可避免地带来了一系列的“城市病”。同时,在市民社会逐步形成的政治体制转型过程和城市建设主体多元化的经济社会体制转型过程中,土地资源越来越紧张,城市空间利益矛盾逐步凸显。我们审视城市规划,它有着不可忽略的政治属性,与体制、机制、制度这些词语密不可分,但基于它与城市居民的衣食住行、生老病死、安居乐业等无不息息相关,它的本质学科属性仍然是空间资源和公共利益的公平合理分配,这也成为了我们城市规划管理的理念和方向。我国的基本国情决定了政府部门是社会公共政策的制定者与实施者,这就决定了政府成为城市规划管理最主要的参与主体。本文立足在我国快速城市化的大浪潮中的浙江温州,主要分为五个章节对温州市城市规划管理中的问题与对策展开研究论述。第一章:绪论。简要阐述选题的背景和意义,仔细分析国内外研究现状,提出本文的研究思路和研究方法。第二章:城市规划管理基本理论。通过对城市规划以及城市规划管理这些基本概念的解读寻找城市规划管理的必要性和重要性,分析城市规划管理中各类参与主体的利益表达和诉求,明确政府的角色定位和作用。第三章:温州市城市规划管理的现状。从温州城市发展建设的特殊性角度入手,通过规划政策制定、规划编制、规划许可、规划监督、公众参与等方面阐述温州市城市规划管理的现状与举措。第四章:温州市城市规划管理中存在的问题及原因分析。阐述温州市政府在城市规划管理过程中暴露出的主要问题,分析研究产生问题的原因。第五章:温州市城市规划管理的对策建议。从理论和实践角度出发,提出温州市政府在未来城市规划管理中的对策建议,为政府决策提供思路,以推动今后温州城市健康有序地发展。更多还原

【Abstract】 Since the reform and opening up,China’s rapid urbanization has obtained the remarkable achievements.However,the rapid development of the city’s construction regardless of the cost,and inevitably brings a series of "city disease".At the same time,in the process of the political system transformation with civil society gradually formed and the economic social system transformation with diversification of urban construction,the resources of land is fewer and fewer,thus the contradictions of urban space interests is gradually highlighted.Rechecking our urban planning,we will find out that it can’t definitely be apart from the words,like institution,mechanism,system,due to its political attribute.However,considering its close relationship with urban residents,such as basic necessities of life,life-and-death issues,well housing and working,the essence of urban planning is still closely based on equitable distribution among space resources and public interests,which is also the concept and direction of our urban planning administration.It is determined by the basic national conditions of our country that the government departments are the setters and implementers of our social public policy,which also determines the government to become the main participant in urban planning administration.This paper is based on Wenzhou,Zhejiang province,who is experiencing the rapid urbanization in China.It will mainly include 5 chapters to research on the problems and strategies in urban planning administration of Wenzhou.The first chapter: the introduction.This chapter briefly expounds the background and significance of the topic,analyzes the research status at home and abroad,and puts forward the ideas and methods of this research.The second chapter: the basic theory of urban planning administration.Analyze these basic concepts like “urban planning” and “urban planning administration” which can be the reason of the necessity and importance of the work called “urban planning administration”.Meanwhile,analyze the interests’ expression and requirements of different kinds of participants in urban planning administration,and clear the role and function of our government.The third chapter: the current situation of urban planning administration in Wenzhou.This chapter begins from the particularity of development and construction in Wenzhou city,expounding the current situation of urban planning administration in Wenzhou through the policy making,planning,planning permission,planning supervision,public participation and so on.The forth chapter: the problems and their causes analysis in urban planning administration in Wenzhou.This chapter expounds the main problems exposed in the process of urban planning administration,and analyzes the reasons.The fifth chapter: the effective strategies of Wenzhou government in urban planning administration.From the perspective of theory and practice,this chapter will propose some effective strategies in the future urban planning administration,to put forward some ideas which can assist the government decision-making,ensuring a healthy and orderly development of Wenzhou city in the future.更多还原
