航班延误后恢复及登机口资源调配研究

【摘要】 随着我国民航业的迅速发展,民航运输服务质量越来越被看重,并且被纳入国家“十三五”规划纲要,而与此同时,由于恶劣天气等因素的影响,航班延误情况越来越突出,延误程度也越来越严重,严重影响着我国民航服务质量水平的提升和民航强国战略的实施。因此,对航班延误后处置措施进行研究,加快延误旅客处置恢复速度,减少经济损失成本,改善运输服务质量,具有很强的现实意义。论文主要对航班延误后的处置恢复策略进行研究。首先,对航班延误后的群体性事件进行预警研究,通过选取恰当的评价指标,采用模糊综合评价的方法构建了预警模型。实例检验,其有着约80%的预警成功率,可以提供有效的决策辅助。其次,对航班延误后出港航班的恢复顺序进行研究,以延误总经济损失最小为目标函数构建恢复模型,采用匈牙利算法对模型进行求解,确定延误航班恢复顺序。实例表明经济损失最小方法比一般的先到先服务解决方案节省约9.8%的经济损失,可以为航空公司航班延误后恢复工作提供借鉴参考。最后,在有资源可以利用的前提下对拥堵登机口处航班进行调配研究,减少人群密度,加快恢复速度,降低延误成本。以调配后旅客步行距离最短为目标条件,机型匹配原则、同一地服公司保障要求、登机口服务航班唯一性条件为约束条件建立调配模型,具有一定的实用价值。
【Abstract】 With the rapid development of China’s civil aviation,the service quality of it has been focused on and belonged to National Thirteenth Five-year Planning Outline.While at the same time,because of the bad weather and other factors,flight delay is more and more prominent and the delay degree is more and more serious.It has seriously affected the promoting of China’s civil aviation service quality and the implementation of China’s air power strategy.Therefore,it is of great practical significance to study the disposal measures of flight delay,to speed up the delay of passenger disposal recovery,to reduce the cost of economic loss,and to improve the quality of transport services.The recovery strategy after flight delay was mainly studied in this paper.First of all,the early warning research of mass incidents after the flight delay was studied,through the selection of appropriate evaluation indicators,the use of fuzzy comprehensive evaluation method,an early warning model was built.Example test showed that it has about 80% warning success rate,can provide effective decision-making assistance.Secondly,the recovery strategy after flight delay was studied,the recovery model was constructed with the objective of minimizing the total economic loss,and Hungarian algorithm was used to solve the model and to determine the flight delay recovery sequence.The example showed that the minimum economic loss method can save about 9.8% of the economic loss than the general first come first service solution,which can provide reference to the airline’s flight delay recovery operations.Finally,the deployment of congestion boarding gates under the premise of resources can be used was studied,it can reduce population density,accelerate recovery speed and reduce delay costs.Using the shortest walking distance of passengers after the deployment as the target condition,type matching principle,the same service company security requirements,the gate service uniqueness conditions as the constraint conditions to establish the allocation model,it is of certain practical value.
