乳制品安全可追溯系统的激励机制研究

【摘要】 随着人们生活水平的提高及营养观念的普及,乳制品作为营养比较全面的食品,在我们日常生活中充当着越来越重要的角色。与此同时,乳制品生产进入快速发展的轨道,成为食品行业乃至经济的重要增长点。但长期以来,我国乳制品安全状况不容乐观,乳制品安全问题频频发生,严重威胁我国人民群众的身体健康,扰乱乳制品业的发展秩序。如何解决乳制品安全问题成为亟待解决的问题。乳制品可追溯系统可以识别乳制品加工、生产、运输和销售的各个关键环节中可能存在的问题,改善信息不对称的现象,成为解决乳制品安全的重要手段。但是由于乳制品生产商的利益追逐性和局限性,仍然对是否建立可追溯系统呈现观望态度。在这种情况下,如何激励生产商建立可追溯系统,成为一个值得研究的问题。本文首先通过对国内外学者的相关文献进行总结,分别阐述了乳制品安全,可追溯系统,激励机制的发展现状及研究成果,提出政府和消费者的激励措施可以有效地促使生产商建立可追溯系统。然后通过建立消费者与生产商的博弈矩阵,验证消费者的支付意愿确实可以对生产商建立可追溯系统产生影响;通过建立决策树模型对生产商是否愿意建立可追溯系统进行决策分析,并提出政府应采取的激励手段。最后,建立委托-代理模型分别研究了政府和消费者的监管精度、消费者的差别支付、政府的正激励等与生产商建立可追溯系统的努力程度的相关性,并据此提出了保证激励机制顺利实施的对策建议。

【Abstract】 With the popularity of the improvement of people’s living standards andnutritional concepts, dairy foods as more comprehensive nutrition in our daily livesserve as an increasingly important role. At the same time, dairy products into the fasttrack of development, has become an important growth point in the food industry aswell as the economy.For a long time, the security situation in our country is not optimistic dairy, dairysafety problems occur frequently, a serious threat to the health of the masses of ourpeople and disrupt orderly development of dairy industry. How to solve the securityproblems of dairy products become a serious problem. Dairy traceability system canrecognize dairy processing, production, transportation and sales there may be variouskey aspects of the problem improve information asymmetry, has become an importantmeans to solve the safety of dairy products. However, due to the interests of dairyproducers chase and limitations, still on whether to establish traceability systempresents the sidelines. In this case, how to motivate manufacturers to establishtraceability systems become a problem worthy of study.Firstly, through domestic and foreign scholars summarize the relevant literature,were elaborated dairy safety, traceability systems, research status and developmentincentives, government and consumer incentives proposed measures can effectivelyinduce manufacturers to establish traceability system; then consumers and producersthrough the establishment of game matrix to analyze the impact of differences inconsumers paying manufacturers to establish traceability systems; through theestablishment of a decision tree model of decision analysis to establish whether themanufacturer traceability system, and proposed government incentives should betaken; Finally, a principal-agent model to study the regulatory means, respectively,the difference between the consumer to pay, government incentives and the positiveefforts of manufacturers to establish traceability systems degree of correlation, andproposed incentive mechanism to ensure the smooth Measures to implement therecommendations.
