我国省域全要素能源效率及影响因素研究

【摘要】 本文通过对能源效率及其影响因素的相关文献进行梳理,发现我国能源生产与消费之间存在能源生产与消费严重的不平衡、能源使用效率远远低于世界平均水平及不同地区能源效率差异显著等问题。在此背景下,首先,本文基于1991~2010年全国29个省、市、自治区面板数据,运用DEA方法以资本存量、劳动力和能源消费量为投入变量,以实际GDP为产出变量,测算出我国29个省、市、自治区以及全国的全要素能源效率,结果显示虽然我国不同省、市、自治区的全要素能源效率在逐渐上升但是区域间全要素能源效率存在显著差异;其次,运用聚类分析方法将我国不同省、市、自治区全要素能源效率与单要素能源效率划分为高能效区、中能效区以及低能效区进行对比分析,并进一步分析了我国不同经济区域间全要素能源效率的差异;再次,运用计量经济学VAR模型通过单位根检验、协整检验、方差检验等方法定量分析了能源消费结构、产业结构、经济发展水平以及对外开放程度对全国以及陕西全要素能源效率的影响,结果显示从全国水平来看,能源消费结构中煤炭所占比例上升以及产业结构中第二产业比重上升都会使全要素能源效率降低,现阶段经济发展水平的提高也会使全要素能源效率降低,对外开放程度的提高会使全要素能源效率提高;对陕西省来说,能源消费结构中煤炭所占比例上升以及经济发展水平的提高会使全要素能源效率降低,产业结构中第二产业比重上升以及对外开放程度的提高会使全要素能源效率提高;最后,根据实证分析的结果,针对当前的国际经济发展形势以及我国能源效率存在的问题分别从能源消费结构、产业结构、经济发展水平等方面提出了相关政策建议。
【Abstract】 Based on the energy efficiency and its influencing factors of related literatures,we foundserious imbalance between energy production and consumption in our country,and theproblems of that energy efficiency is much lower than the world average level, significantdifference was found in different parts of the energy efficiency problem, etc. Under thisbackground, first of all, based on1991~2010data of29provinces, municipalities andautonomous regions, this paper took capital, labor and energy consumption as input variable,and real GDP as the output variable, and measured our country29provinces, municipalitiesand autonomous regions nationwide as well as total factor of energy efficiency using DEAmethod, the results show that although all the elements of different provinces, municipalitiesand autonomous regions in our country energy efficiency in increasing, there are significantregional differences in energy efficiency; Second, using the method of cluster analysis, theregion total factor energy efficiency and single factor energy efficiency of China’s differentprovinces, city, autonomous is divided into high efficiency area, energy efficiency and lowefficiency area to compare, and make further analysis of the difference between China’sdifferent economic regional total factor energy efficiency; third,using econometric VARmodel,this paper analysis energy consumption structure, industrial structure, economicdevelopment level and degree of opening to the outside world as well as the impact onenergy efficiency through the unit root test, cointegration test and variance test methods.Wefound tha form the national level, the energy consumption structure in the proportion of coaland the rise of the secondary industry in the industrial structure rose will make the total factorenergy efficiency, level of economic development at this stage will improve the total factorenergy efficiency, opening degree will improve the total factor energy efficiency; As forShanxi Province, the rise of the energy consumption structure in the proportion of coal andthe level of economic development will make the whole elements of energy efficiencydecreases, and the rise of proportion of the secondary industry in the industrial structure and the improvement of opening up will make the total factor energy efficiency decreases;Finally,according to the result of empirical analysis, in view of the current international economicdevelopment situation and existing problems of energy efficiency in China, respectively thispaper put forward relevant policy Suggestions from the energy consumption structure,industrial structure, economic development level, etc.
