【摘要】 房地产经济是我国国民经济体系中最重要的一个组成部分,与其它支柱型经济相比,与广大人民群众有着更广泛、更直接和更密切的关系,因而,对影响国家公共政策和百姓民生起着极其重要的作用。现阶段国家经济发展和人民物质生活的需求出现的很多问题对政府公共政策执行能力提出了更多的要求,如何适应新形势发展的快速需要,提高中央及地方政府的政策执行能力,推动我国经济发展和建设,便成为如今首要面对和解决的问题。事实上,现阶段部分中央机关和地方政府在政策执行的实际过程中,仍然存在着诸多问题本文以沈阳市为例,通过读取各类相关文献以及深入调研,运用史密斯政策执行模型把理论分析与事实数据综合起来,对沈阳市现阶段房价调控政策执行情况进行研究,找出沈阳市房价调控政策执行存在的问题及原因所在,然后提出解决问题的有效对策,以便公共政策执行到位,确保公共政策实现初衷目标。本文由五个部分组成：[1]选题的意义、相关研究现状和研究方法；[2]房价调控、政策执行的含义界定及史密斯政策执行模型的内容；[3]沈阳市基本情况及房价调控政策执行中存在的主要问题；[4]运用史密斯政策执行模型分析政策执行中存在问题的成因；[5]建议性提出解决沈阳市房价调控政策执行问题的解决方案。更多还原

【Abstract】 Real estate economy is one of the most important part our country economic system.Compared to other important type economy, real estate economy to the broad masses of the people has a wider and more direct and more closely relationship. So the real estate economy has a important effect to the public policy and the people livelihood. At present the national economy development and people material life needs a lot of problems have to deal with,it makes public policy implementatioion ability puts forward more requirements. How to adapt to the new situation of rapid development of needs, improve the central and local government policy implementation ability, promoting our country economy development and construction, become the first the problem to solve. But, in fact, the part of the central organs and local government make the policy implementation in the actual process, there are still exist many problems.A Case Study Of Shenyang City, by reading all kinds of related literature and in-depth research, use the Model of T.B. Smith, make the theoretical analysis and the fact data conjunctively. Make the study of the Shenyang city house price regulation and its control policy implementation, find out its problems and reason. Put forward effective countermeasures to solve the problem, so that the public policy implementation effect and ensure that public policy intention to realize reach the target,This paper is composed with five parts:[1]Expatiates the significance, the research present situation and research methods;[2] House price regulation, the meaning of the policy implementation defined, and the contact of the Model of T.B.
