广西钦州市海域使用变化及其驱动力研究

【摘要】 近年,海洋经济在国民经济发展中的地位日渐提升,已成为我国经济增长的新助推器。海洋经济可持续发展离不开海域资源的开发与利用,探索海域利用变化、用海效益及其变化动因,具有重要的理论和实践意义。本论文以北部湾沿海城市—钦州市为研究对象,研究其用海现状、变化、用海变化产生的影响及变化所在原因。首先从钦州市主要用海类型入手,分析用海现状和存在的问题,分析了2002-2010年钦州市海域使用变化状况;然后运用TOPSIS模型评价了钦州市用海所取得的社会、经济、环境及综合效益,并分析了用海变化与用海效益的耦合关系;最后以用海面积为因变量、与用海有关的社会经济统计数据为自变量,运用灰色关联度分析方法对钦州市用海变化动因进行了分析。本文得出如下的结论:1、2010年钦州市用海以渔业、工业和交通等用海类型为主,其中工业用海面积最大,占钦州市海域确权面积的40.72%,渔业用海次之,占钦州市海域确权面积的40.46%。2、近几年钦州市海域使用各方面发生了较大变化,用海总量迅速增加,并且出现新的用海类型。2002年确权的用海只有渔业用海,用海类型单一;到2010年,绝大类型用海都有,用海类型齐全,其中工业用海以年均速度308.27hm2增加,用海面积最大;渔业用海面积增幅退为第二位。3、钦州市海域使用率从2002年的0.25%增长到2010年的3.36%,虽然使用率非常低,但是年增长率达到33.33%;钦州市可利用海域后备资源充足,开发利用速度及使用程度在研究期逐年快速提高,缘于使用程度较高的工业用海的剧增。4、9年间,钦州市海域使用总体效益逐年上升,缘于经济效益和社会效益的提升,推动了综合效益的提升,但是海域使用的生态环境效益是逐年下降的,缘于填海造地的大量增加;不同用海类型与用海效益的关联度表现出明显差异,其中工业用海与用海效益的关联度最高。5、研究期间钦州市海域使用变化的主导驱动力是城镇化率的提高和伴随其的工业化发展。
【Abstract】 Marine economy as a new economic growth point of the21st century, it’ssustainable development can not be separated from the development and utilization ofmarine resources, to explore sea area use changes and their driving forces which is astrong guarantee for the sustainable use of marine resources.The studied area is the sea area of Qinzhou, which is in Beibu Gulf,we study ofit’s present sea area use,sea area use changes and efficiency changes of sea area use.Specifically, we analyze it’s t current sea area use situation from main type of sea areause and the problem with the sea, area use firstly. Then, we study on the sea area usechanges in Qinzhou from aspects of sea area use type, mode, quantity and degree,which based on the alteration data of sea area use form2002to2010;Next, comes toanalyzed efficiency changes of sea area use by the TOPSIS; Finally we analyzed thedriving factors of sea area use changes with the gray relational analysis method. Inthis part, we assumed that sea area use as the dependent variables and socio-economicstatistics as the independent variable, which related with sea area use.According to the above analysis, we can make five the following meaningfulconclusions:1、In2010, the areas of fisheries, industry, transportation use of sea are relativelylarge in Qinzhou, among them the area of industry sea use is biggest, accounting for40.72%of the total sea use area. Fisheries sea use after it, accounting for40.46%ofthe total sea use area2、In nine years, sea area use of Qinzhou has been a significant change, thespecific performance in the following several aspects:the areas of sea area useincreased, and some new sea use type appeared; but there was only one type of seause in2000,which was fisheries. At the of2010, there were all type of sea use exceptsewage dumping and other type of sea use. among them the sea use for industry isincrease at a speed of308.27hm2each year. As a traditional industry, the area offisheries decreased with other types emerging, but also made second place in area.3、The Qinzhou sea area use rate increased from0.25%in2002to3.36%in2010, although the utilization rate is very low, but the annual growth rate of33.33%;There are adequate available sea reserve resources; The development and utilizationspeed and degree increased year after year in research period, due to the rapid increase of industrial sea use.4、During the study period, the comprehensive sea area use efficiency of Qinzhouenhanced ascribed to it’s economic and social efficiency upgrading, but the ecologicalenvironmental benefits of the sea area use is declining, due to a large sea area becomeland.5、The dominant driving force of sea area use change is the urbanization rate hasincreased and the accompanying development of its industrialization in the studyperiod.
