【摘要】 20世纪90年代以来,我国城市化进程显著加快,城市化率明显提高,近十几年的时间里增长了近15个百分点。根据国家统计局1月17日公布的数据显示,截至2011年底,中国城镇人口已经超过农村人口。但相对而言,城市发展的质量不高,短时间内的快速发展使大量的城市问题不断涌现,尤其是与公共品和公共服务配置有关的城市问题不断增加,影响了城市的可持续发展。本文正是从城市公共品配置这一新的视角对城市问题进行研究,分析造成当前一系列城市问题的主要原因并对城市问题的解决和城市发展提出几点建议。从而为城市的良好发展提供一定的帮助。城市公共品配置问题是城市问题的重要组成部分,解决好公共品配置问题是解决城市问题的关键。为此本文首先采用维度分析和案例分析的方法主要对城市公共品配置问题进行了分析研究,将当前普遍存在的与城市公共品配置有关的众多城市问题进行归纳总结。由于城市公共品配置是一个过程,具有时间和空间属性,并且与城市公共品的结构密切相关,因此,论文主要从时间、空间以及公共品结构三个维度对城市公共品配置问题进行了归类,并结合当前城市发展中出现的重要城市问题的实例展开分析。从而使纷繁复杂的问题更加系统化,清晰化,揭示出问题的本质。在对城市公共品配置问题的维度分析的基础上采用层次分析法进一步对原因进行深入分析总结,结合公共品配置的目的、主体和方式等结构要素将引起城市公共品配置问题的原因归纳为观念、制度和法律三个主要层面,即城市发展观念比较传统,城市管理体制不够合理以及相关的法律法规不够完善。针对这三个层面的原因,文章进行了深度的剖析,将每个层面的原因进行细化,着重论证这三个层面的原因是如何引发三个维度的城市公共品配置问题的。通过对原因的分析可以看出,在城市公共品配置和城市发展过程中转变城市发展观念、完善城市管理体制和相关法律是十分必要的,是解决城市公共品配置问题的关键。对此,从公共品配置的结构要素来看,需要使城市公共品配置从目的、主体和方式上进行切实的科学的转变。即实现城市公共品配置的目的由“粗放增长”向“科学发展”转变,配置的主体由“单一化”向“多元化”转变,配置的方式由“行政化”向“服务化”和“法制化”转变。从而实现城市公共品配置问题的有效解决。实现城市公共品配置的转变,实现城市公共品配置问题的解决是一个长期的过程,更是一个综合复杂的工程,需要政府与社会各方的共同的持续的努力。城市的治理,本身也是一个不断解决问题的过程,在解决问题中实现城市的发展。更多还原

【Abstract】 Since the1990s, progress of urbanization in China is significantly speeding up. The urbanization rate has been rapidly increasing, and has increased by nearly15%in the past ten years. According to the figures published by National Bureau of Statistics of China on January17th, the size of urban population has been larger than rural population by the end of2011. However, our urban development is in lower quality. Thus, with the rapid development, urban problems, most of which is related with public goods, have been emerging in large numbers in a short time. And sustainable development of city has been damaged. The paper is to research urban problems from a new perspective of the configuration of urban public goods. Therefore, we should discuss so as to find out the reasons and countermeasures.The problems of urban public goods configuration is the main part of urban problems, and other urban problems have been closely related with them. Therefore, it is essential for the resolution of urban problems to resolve the urban public goods configuration problems. So, initially, the paper study the main problems of the configuration of public goods with dimension analysis and case analysis on the basis of summary of plenty of significant problems,which is related to the configuration of public goods, in the current urban development. Because the configuration of public goods is a process, which has time attribute and spatial attribute and is closely related to the framework of public good, the paper classifies the problems of urban public goods configuration from three dimensions which are the time, the space, and framework of urban public good, and then analyses them with the cases of urban problems. The purpose is to make the complex problems more systematized and clearly and then reveal the hypostasis of the problems.The paper then summarizes and analyses the deep reasons of the problems with layer analysis. According to the structural elements of the configuration of public goods, the reasons can be classified into three layers which are the reasons of perception and system, and the legal cause. The paper then subdivides each layer reason to demonstrate how the reasons cause the problems.We can see from the analysis of the reasons that it is necessary for the solution of problems of urban public goods configuration to transform the perception of urban development, perfect the system and the law. Therefore, from the view of the structural elements of the configuration of public goods, it is essential to transform the purpose, the subject and the way of public goods configuration. And it is important to transform the target of urban public goods configuration from "the extensive growth" to "the scientific development", the subject from "simplification" to "pluralism" and the ways from "administration" to "servitization" and "legalization"It is a long time to transform the urban public goods configuration and to resolve the problems of urban public goods configuration. It is so syntaxic and complex that the government and all parties of society should cooperate to do it. Governance itself is a process in which many problems have been resolved and the city has been developed.更多还原
