【摘要】 影响地方政府创新可持续发展的诸多因素中，创新动力是其最关键、最核心的因素。在地方政府创新动力形成过程中，我国现阶段社会的基本矛盾始终是推动地方政府创新的原动力。当前，广大草根阶层和新社会阶层对政府创新的利益需求力、公务人员的认知行动力和地方政府决策者的政绩驱动力构成了政府创新动力的主体，是政府创新和发展的根本要素，它决定着政府创新发展的方向；国内外环境影响是政府创新的必须条件，发挥着十分重要的作用，在特定情况下可能转化为关键因素。用哈耶克关于社会成员“自发秩序”和组织（政府）“人造秩序”的社会秩序演化二元观似乎能更好解释当前地方政府的大部分创新项目难以持续发展的原因。研究和掌握社会成员选择内部规则和政府选择外部规则即相互冲突摩擦、竞争博弈，又相互兼容合作、协调统一的创新动力作用机制，有助于我们更好地培育和引导内部规则，并充分发挥外部规则的优势。这种类似于制度市场的竞争机制推动了地方政府之间产生相互的学习机制，发展了地方政府的制度创新，相应的激励机制是地方政府创新的加速器和催化剂。个人与内部规则之间、个人与组织（政府）之间、组织（政府）之间、内部规则与外部规则之间、外部规则之间的复杂互动关系，一方面，他们之间相互冲突、摩擦、竞争、博弈，甚至阻碍；另一方面又表现为相互兼容、合作、协调、统一。这些交织复杂的互动关系之间的反复博弈构成了社会演进的源源动力。更多还原

【Abstract】 Affect the local government innovation factors of sustainable development,innovation is the key to power the most core factors. The local government innovationdynamic form process, our country present stage social basic contradiction is alwaysin promoting motive force for local government innovation. At present, the new socialclass grassroots and to the interests of the government innovation demand of its civilservants do force cognitive power and the achievements of the driving force of thelocal government policymakers constitutes the main body of the governmentinnovation power, is the government innovation and development of the basicelements, it is deciding government innovation development direction. Thedomestic and foreign environment influence is government innovation mustconditions, play a very important role in specific cases may become the key factor.Friedrich von Hayek about social members with spontaneous order andorganization (government) artificial order of social order evolution binary view seemsto be able to better explain the current local governments to most of the innovationprojects for the sustainable development of reason.
