【摘要】 [目的/意义]用户参与对于开放政府数据的数据使用、价值实现以及可持续发展具有重要影响。[方法/过程]文章分析了开放政府数据中的用户参与及其特点,并将其分为用户知晓数据、用户使用数据、用户请求数据、用户与政府双向互动四种模式;分别对每种模式下用户参与开放政府数据的阻碍因素进行探讨,发现缺乏数据知识与技能是阻碍用户参与的主要因素;在调研美国、意大利、西班牙三国用户培训案例的基础上,为促进我国用户参与开放政府数据提出几点建议。[结果/结论]我国应重视数据人才的教育与培养、提升公民数据意识与技能、开展个性化数据指导与培训、创新反馈交流渠道。更多还原

【Abstract】 [Purpose/significance] User participation has an important impact on open government data usage,value realization and sustainable development.[Method/process] This paper analyses the user participation and its characteristics in open government data,and divides it into four modes:user-aware data,user-used data,user-requested data,and two-way interaction between user and government.The obstacles of user participation in opening government data in each mode are discussed.It is found that lack of data knowledge and skills is the main obstacle to user participation.On the basis of investigating user training cases in the United States,Italy and Spain,this paper puts forward some suggestions for promoting user participation in open government data in China.[Result/conclusion] China should attach importance to the education and training of data talents,enhance citizens’ data awareness and skills,and carry out personalized data guidance and training,and innovate the communication channels of feedback.更多还原
