【摘要】 农村"插花式"贫困是指国家或省级扶贫工作重点区域之外经济相对落后而又零星分布的贫困乡村或农户,其贫困现状凸显,是当前精准扶贫过程中亟待解决的关键问题。对绵阳市有贫困人口的8个县市区做了调研,基于农村产业扶贫角度,重点对"插花式"贫困地区产业扶贫模式、产业扶持资金项目分配、产业扶贫利益联结机制、新型职业农民培训等情况进行分析。研究发现"插花式"贫困地区存在产业发展基础薄弱、项目资金投入不足、产业扶贫利益联结机制不健全和群众内生产力不足等现象,提出了强化产业扶贫硬件支撑、科学规划产业扶贫项目资金、因村因户分类施策、建立健全产业扶贫利益联结机制和强化新型职业农民培训等一系列促进"插花式"贫困地区产业发展的对策措施。更多还原

【Abstract】 Rural "flower arrangement style" poverty refers to poor villages or peasant households with relatively backward economy that sporadically scatter outside the national or provincial key poverty alleviation areas.The local poverty status quo is prominent and urgent to be solved in the current precise poverty alleviation process.8 counties and urban districts with poor population in Mianyang City were surveyed.Based on the perspective of rural industrial poverty alleviation,the analytical focus was on industrial poverty alleviation models in the "flower-arranging" type of poverty-stricken areas,the allocation of industrial support fund projects,the industrial poverty alleviation mechanism,new professional farmers training,etc..The study finds that the "flower-arranging style" poverty-stricken areas have weak industrial development foundations,insufficient investment in project funds,and inadequate industrial mechanisms for poverty alleviation.A series of countermeasures are proposed to promote the industrial development of "flower-arranging style" poverty-stricken areas,such as strengthening the hardware support for industrial poverty alleviation,scientifically planning industrial poverty alleviation funds,classifying policy establishment and implementation village-by-village and household-by-household,establishing a sound industrial poverty alleviation mechanism and strengthening new professional farmers training.更多还原
